Ropažu Municipality Education, Youth Affairs, Culture and Sports Department (reg. no. 40900039162) invites applications for Head of Culture, Sports and Youth Division, Deputy Director of the Department (profession code 1213 23) Position objective: To ensure planning, coordination, development and oversight of culture, sports and youth affairs in the municipality, promoting quality service accessibility, efficient resource utilization and achievement of municipal development goals. Key duties: • Plan, organize and coordinate culture, sports and youth activities in Ropažu Municipality. • Develop, implement and improve methodological materials, criteria and work organization principles in culture, sports, libraries and youth work. • Lead and coordinate culture, sports and youth projects, ensuring their preparation, implementation, quality and results evaluation. • Plan, attract and oversee financial, material and human resources needed for projects and sector activities; evaluate and approve institutional budget proposals. • Coordinate cooperation among municipal culture and sports institutions, library staff and youth specialists, ensuring effective process management and development. • Organize youth employment activities and other youth development initiatives in Ropažu Municipality. • Organize and manage division operations, delegate work tasks, supervise staff duty performance, provide support and conduct work performance evaluations. • Prepare reports, accounts, project documentation and other documents related to sector activities; ensure document circulation quality. • Conduct analysis of program, project and organization performance results in culture, sports and youth sectors, evaluating achieved qualitative and quantitative indicators. • Ensure cooperation with target audiences, cooperation partners, municipal institutions, state institutions and other interested parties; provide methodological support on competence matters. • Represent the division in council, committee, working group, commission, seminar, conference and other event activities; participate in divisional and municipal staff evaluation processes. • Substitute for the department director during his/her absence. Requirements: • Higher education or professional higher education in sports or culture organization management or equivalent field. • At least three years of experience in administrative management or culture/sports work organization. • Experience in organizing and implementing culture and/or sports events. • Knowledge of state culture policy and sports principles; ability to apply regulatory acts in divisional operations. • Ability to argue logically, discuss, present positions, express opinions and obtain necessary information. • Communication with clients and colleagues both orally and in writing, ensuring correct, audience-appropriate, understandable and grammatically proper information provision in the state language. • Excellent knowledge and skills in information technology; ability to use multimedia in duty performance. • Ability to set priorities, organize, manage and plan division work independently; responsibility for completion of assigned divisional tasks. • Supervision and control of municipal culture and sports institutions' operations. • Good communication and cooperation skills. • Ability to act in non-standard situations and circumstances; high stress resistance. • Excellent state language proficiency and one foreign language proficiency.
