No. 90000597275) is a direct administration agency under the Ministry of Finance that performs public administration functions in the field of state financial management, organizing state budget execution and accounting, managing state debt and funds, performing European Union funds and foreign financial assistance certification agency functions, and providing accounting services to state budget institutions Accounting Services Department Head of Operational Management and Analytics Division, Accounting Services Department We are establishing a new Operational Management and Analytics Division. Its mission is to provide unified and timely visibility of service delivery performance, deadlines, quality, workload, productivity, backlogs, and risks across accounting functions. The Division will not perform accounting work; instead, it will use data, metrics, and analysis to help manage processes, prevent deviations in a timely manner, and inform decisions about resources, standardization, and automation. We are looking for an experienced specialist/expert who will develop management methodology, lead complex problem analysis, and drive solutions across organizational boundaries. Key job responsibilities: • establish and manage the Operational Management and Analytics Division, defining its working model, priorities, responsibilities, competency allocation, and results; • develop and implement a unified operational management model covering critical process stages, control points, metrics, and accountability; • ensure regular management rhythm and unified information on service delivery, deadlines, quality, workload, productivity, backlogs, and risks; • manage KPI and SLA systems, develop and implement management dashboards and early warning solutions; • coordinate prevention of significant deviations and risks across functional unit boundaries, reaching agreement on actions, responsibilities, and deadlines; • provide management with data-driven conclusions and decision recommendations on priorities, resource allocation, control improvements, standardization, and automation; • manage a team of two specialists and one expert, develop their competencies, ensure work quality, mutual replaceability, and a professional collaborative culture; • build effective cooperation with heads of four accounting function divisions, Process Management and Development Division, IT and data solution providers; • ensure that operational analysis conclusions are translated into concrete actions and their impact is measured. Requirements for candidates: • higher education in finance, accounting, economics, business management, business analysis, information technology, or another field relevant to the position; • at least five years of professional experience in financial management, business control, audit, risk and internal control management, process improvement, financial transformation, or operational management; • experience managing a small professional team, projects, or cross-functional working groups and achieving results; • experience in managing control environment, productivity, or operational performance; • ability to practically engage in analysis and methodology development while setting priorities for the team and ensuring consistent operation of the management system in a large organization; • strong ability to analyze complex information and prepare clear, data-driven, and actionable decision proposals for management; • strong people management, stakeholder management, negotiation, and change management skills; • very strong Excel skills, understanding of BI solutions, and extensive experience using large volumes of data in management decisions.
