Requirements Analyst / Requirements Manager at Quest Consulting
Assignment Description For a large public sector organization within public transportation and infrastructure, we are now seeking a driven and organized Requirements Analyst / Requirements Manager. You will work within the Technology & Traffic Services section and participate in several large and complex initiatives, including procurement of a new system for facility and property management as well as implementation of on-demand transportation. In this role, you are responsible for ensuring that requirements work is conducted in a structured manner and with high quality throughout all phases, from pre-study and analysis to procurement and implementation. You will operate in a complex system landscape with many interacting IT systems, extensive integrations, and stakeholders from multiple business sectors. Your main responsibilities: Requirements Capture & Analysis: Collect, process, and analyze business needs and translate these into a comprehensible and concrete set of requirements. Requirements Breakdown & Measurability: Break down high-level requirements to a reasonable and testable level for measuring requirements fulfillment and external/internal follow-up. Workshop Leadership & Dialogue: Independently plan and facilitate workshops and requirements dialogues with business, project, management, and development teams. Documentation & Method: Document and anchor requirements in accordance with applicable procedures, processes, and tools (such as Jira and Confluence). Reporting & Collaboration: Report to project managers/product owners and ensure good communication between all stakeholders. Mandatory Requirements At least 5 years of experience with structured requirements work (capture, analysis, breakdown, and structuring). At least 5 years of experience as a requirements analyst in larger business-critical IT environments with interacting systems and extensive integrations. At least 5 years of experience independently driving requirements work and facilitating workshops and requirements dialogues. At least 5 years of experience documenting, anchoring, and communicating requirements between business, management, and development. At least 3 years of experience working in public sector operations and at least 3 years of experience working according to PM3 or equivalent management model. Desirable Requirements Certification in requirements management (e.g., IREB, REQB, IIBA) or documented experience with an established requirements method from at least two assignments. At least 3 years of experience working in both agile development teams and project organizations. Experience from at least two (2) assignments involving business case analyses. Experience from at least two (2) assignments developing acceptance criteria / acceptance scenarios. Experience from at least two (2) assignments in large organizations (>500 employees) with many stakeholders. About the Assignment & Practical Information Period: 2026-11-10 – 2028-11-09 (2 years).
