We are seeking a development-oriented HR Manager who wants to lead, drive, and further develop the municipality's HR work. In this role, you have overall responsibility for HR processes and work both strategically and operatively with a broad range of personnel matters.
As HR Manager, you are a close partner to the operations and work in the daily operational environment alongside managers and employees. You actively contribute to meeting the challenges and opportunities that exist in a smaller municipal organization, where flexibility, proximity to decisions, and a holistic perspective are crucial.

The role involves broad collaboration responsibilities, with both internal and external contact points. You represent the municipality in dialogue with, among others, employer organizations, labor organizations, other municipalities, authorities, and other partners.

DUTIES
Are you an experienced leader with strong knowledge of HR?
The assignment includes responsibility for all HR work, such as labor law, recruitment, competency supply, work environment, rehabilitation, salary formation, and management support. The role requires that you can switch between strategic and operational work.
You have operational, budget, work environment, and personnel responsibility for the municipality's HR department, which currently consists of two HR partners tasked with supporting the municipality's managers on personnel matters. In this role, you are also responsible for leading and developing a municipality-wide approach to personnel policy issues, with the aim of strengthening consistency, quality, and long-term sustainability in the organization's HR work.
QUALIFICATIONS
We are looking for someone with an academic education in HR or equivalent, and at least five years of experience in qualified and broad HR work, preferably from a larger and complex organization.
You have experience working in a politically governed operation and have previously held a leadership position. You are experienced in driving development and change work and have a strong commitment to developing operations, working methods, and processes.
To succeed in this role, you have a holistic perspective and the ability to create structure and clarity in the organization. You are confident in your leadership, have good communication skills, and a responsive approach. You drive matters forward with decisiveness and make well-founded decisions that contribute to achieving set goals. At the same time, you have a solution-oriented work approach that creates momentum and facilitates daily work.
As a leader, you create clear frameworks that give employees their own responsibility and scope of action. You promote initiative and independence and contribute to each employee being able to develop and take full responsibility for their assignment in line with the needs of the operation.
