Your responsibilities The Planning and Development Department has a cross-administration responsibility for long-term planning and development of care and services. The department's mission is to translate demographic development, political goals, economic conditions, and technological development into concrete planning prerequisites, priorities, and development initiatives. In your role, you have full responsibility for operations, economics, personnel, and working environment for the department, which includes approximately 35 employees, three unit managers, and a budget of approximately 450 million SEK. The areas of responsibility include strategic operations and capacity planning, facility supply, security and preparedness, digitalization, innovation, project and portfolio management, and welfare technology. The task is to create a common direction and hold together the department's different areas of responsibility based on the administration's long-term needs and priorities. You are part of the Director of Care and Services' management group and take an active responsibility there for the entire administration's results and development. The role involves being a strategic partner to the Director of Care and Services and other department directors, identifying future needs, challenging existing approaches, and contributing to priorities and strategic decisions. The task involves extensive collaboration with the municipality's other administrations and central functions, municipal companies, property owners, the region, suppliers, and other external actors. The department director represents the administration in strategic matters within his/her area of responsibility and needs to be able to act with high credibility both in the civil service organization and towards political leadership and external partners. About the Job Organic solar cells (OSCs) are based on semiconducting carbon-based materials that absorb visible light and convert solar energy into electrical energy. Compared to commercial silicon solar cells, organic solar cells have unique advantages. For example, they can be manufactured through inexpensive printing technology (organic semiconductors can be dissolved in organic solvents and thus used as ink), they can be made semi-transparent in various colors, and can be used architecturally by being integrated into buildings, which provides both aesthetic and environmental benefits. OSCs also have a shorter energy payback period compared to other solar cell technologies (the energy needed for the production of OSC devices is repaid after six months of use under typical sunlight conditions in northern Europe). Organic solar cells have traditionally been limited by their relatively low efficiency (approximately 10%). However, the situation has changed significantly in recent years with a recently reported efficiency of over 20%. The main reason for this significant improvement is the application of fullerene-free acceptor materials. Despite the rapid progress in efficiency, little is known about the physics and photophysics of this new type of fullerene-free solar cells. The candidate will focus on understanding generation and recombination, particularly photoluminescence quantum yield, in fullerene-free OSCs, with the goal of paving the way for rational design of donor and acceptor materials for further improved efficiency. About You We are seeking motivated candidates with a doctorate in physics, chemistry, materials science, or engineering. Experience with organic solar cells is a requirement.
