The municipality has a well-developed cultural and association life as well as good conditions for outdoor activities and recreation. Wholeness, openness, participation, and transparency are the municipality's guiding principles. The municipality's vision is to reach 35,000 residents by 2035. The social services sector includes elderly care, disability services, individual and family care, municipal health and medical care, and quality and sector support. The social services sector is in an important development phase where working methods, structure, and collaboration need to continue developing in the direction of the Social Services Act's intentions. At the same time, we need to strengthen the conditions for learning, competence development, and sustainable competence supply over time. We are now seeking a development leader who wants to drive this work forward. You will have an important and varied role where you create structure, coordinate development initiatives, and contribute to a social services organization that is long-term sustainable for both residents, employees, and operations. 1 position(s). This means that new development, change, or coordination assignments may be added, and existing assignments may be developed or concluded when they transition to regular operations. We are therefore looking for someone who is flexible, unpretentious, and enjoys contributing where the need is greatest. QUALIFICATIONS We are looking for someone with a strong interest in development and change work and who enjoys creating direction, structure, and momentum in complex contexts. You have: • Higher education in an area that the employer considers relevant. • Education in and/or solid experience in project management, change management, process management, or business development. • Experience coordinating work across operational and organizational boundaries. • Very good ability to plan, structure, coordinate, and follow up on complex assignments. • Experience in preparing documentation, analyzing results, and reporting to management or steering groups. • Good digital skills and experience working with various systems and digital tools. It is a merit if you have experience from social services, care and welfare, or other public sector operations, as well as knowledge of working in a politically governed organization. Great emphasis will be placed on personal suitability. To succeed in the role, you need to be structured, analytical, and driven. You create clarity in complex matters and have the ability to hold multiple processes and development initiatives together simultaneously. You work systematically with planning, implementation, and follow-up and focus on translating goals, decisions, and intentions into concrete results. You are persistent in change work and contribute to development initiatives being implemented, followed up, and having an impact. You are a clear and attentive communicator who can adapt messages, working methods, and communication to different target groups and organizational levels. You create understanding, engagement, and participation among managers, employees, project groups, steering groups, and external collaboration partners. You are comfortable leading groups, networks, and development processes. With good structure, active follow-up, and the ability to gather different perspectives, you create momentum toward common goals. As a person, you are unpretentious, flexible, and solution-oriented. As a unit manager for our LSS residential home for children and youth, you will receive an independent and meaningful management assignment with clear authority and good opportunities to make an impact. The residence has three places and targets children and youth with extensive support needs. It is a small operation in scope – but a significant and qualified assignment. Here, good leadership is about more than structure, staffing, and planning. It is about creating the best possible conditions for each child to feel safe, be listened to, be included, and live as independent and fulfilling a life as possible. We are looking for you to combine clear management responsibility with genuine commitment to children and youth's rights, development, and quality of life. You will be part of an operation with engaged employees and a clear focus on quality, development, and the individual's needs. 1 position(s). WORK TASKS As a unit manager, you have overall responsibility for the children's home and lead the operation based on mandate, legislation, quality, and the children's individual needs. You work both strategically and close to the operation. Your assignment includes, among other things: • lead, develop, and follow up on the operation • have personnel, work environment, financial, and operational responsibility • ensure quality, legal certainty, and compliance with current legislation • create clear goals, structure, and good conditions for employees • develop working methods and practices based on children's needs • work for an operation characterized by participation, safety, and continuity • collaborate with guardians, nurses, and other internal and external stakeholders. You work closely with the unit manager for the short-term operation. Together you drive common issues and create continuity and wholeness for the children, while you have clear individual responsibility and authority for the children's home. We believe in independent managers, but not in isolated managers. As a unit manager with us, you become part of an experienced and engaged management team where we collaborate closely, challenge each other, share experiences, and help each other when issues are complex. You also have access to several professional support functions, including operational developers, method developers, support educators, and coordinators, as well as other specialist functions within the organization. QUALIFICATIONS We are looking for you who have a degree in social work or another relevant university education that the employer deems equivalent. You also need to have the experience and personal suitability required to manage a residence with special services for children and youth according to LSS. For the position, you must: • have experience from management, supervisory, or other qualified leadership assignments • have good knowledge of LSS, SoL, and HSL • have experience working with children and youth within the LSS target group 1 • have experience with target groups with extensive support needs or multiple disabilities • have good understanding of children's needs, development, and rights • express yourself well in Swedish, both verbally and in writing • have a B driving license. We will also consider your overall management experience, your ability and potential to develop in the management role. For us, it is not just what you have done previously that matters, but also how you lead and how you want to develop as a manager. We are looking for a confident and clear leader who can set direction, make decisions, and create structure but who is at the same time responsive, unpretentious, and has the ability to bring people along. You build trust through presence, clarity, and respect. You see your employees' competence, create participation, and encourage responsibility. When situations become complex, you can maintain the overall perspective, prioritize, and make decisions. You have the courage to hold firm when needed, but also to reconsider when new perspectives or new knowledge show a better way. We place great emphasis on personal suitability and leadership potential. A valid criminal record certificate must be presented. Employment form: Permanent employment. We strive for a balanced gender distribution and see diversity as a strength, and therefore welcome applicants with different backgrounds. In preparation for our recruitment process, we have made decisions regarding recruitment channels and marketing.
