Haparanda Municipality is strengthening its capacity in crisis preparedness and civil defense and is now seeking a preparedness coordinator for the Security and Preparedness Unit. In your role as Security and Preparedness Coordinator, you will primarily work with continuity management, preparedness planning, administration, collaboration, and training and exercises. You will be involved in important development work with multiple contact points, both internally within the municipality and with external collaboration partners.
The position will organizationally belong to the Security and Preparedness Unit, which is part of the Municipal Administration. The unit currently consists of two employees working broadly with security, civil preparedness, security protection, and the municipality's overarching crime prevention work. The position of Security and Preparedness Coordinator is specifically focused on social services and municipal health and medical services and the preparations needed to maintain operations during both peacetime crises and increased preparedness. The role also includes coordination, planning, and evaluation of exercises.
Your Responsibilities
You will:
- Support operations and management within the Social Administration with capacity-building preparedness work.
- Lead workshops for continuity planning and risk and vulnerability analyses in the administration's operations.
- Participate in planning, execution, and evaluation of exercises.
- Collaborate with other parts of the municipality on preparedness matters.
- Participate in relevant external networks and collaborate with other municipalities and actors in the field.
- Participate in planning and implementation of information security-related activities relevant to preparedness work.
- Perform administrative tasks related to the unit.

Qualifications
- Relevant academic education and professional experience within security and preparedness, or education/experience the employer deems adequate.
- Driver's license (Category B)
Meritorious
- Experience working with crisis preparedness and civil defense, preferably in the role of educator and exercise leader.
- Experience from social services or health and medical care.
- Previous experience working in a politically governed organization.

Since the position is classified as security-sensitive, a security clearance with background check in accordance with the Security Protection Act (2018:585) will be conducted before an employment decision is made.
