HR Director, Traffic Operations

Do you want to help shape the future of the Swedish Transport Agency by developing leadership, culture, and workforce planning in one of Sweden's most critical societal operations? As HR Director for Traffic Operations, you will have a strategically important role in an operation that, around the clock every day of the year, is responsible for ensuring that people and goods can be transported safely, efficiently, and sustainably throughout Sweden. The operation is highly operational and conducted across the entire country, where planning and management of traffic are central—and where we manage the consequences when incidents occur. The safety perspective characterizes both working methods and culture and places high demands on structure, compliance, and reliability. Here you will have the opportunity to influence both the operation's development and the Swedish Transport Agency's overall HR work during a period marked by change, workforce challenges, and continued development, where the operation has transitioned from a more regional structure to a national organization with changed working methods. Key Responsibilities Traffic Operations is responsible for ensuring that road and rail systems are used safely and efficiently. Around 2,000 employees work around the clock planning, monitoring, and managing traffic on roads and railways, delivering traffic information, and managing and requesting urgent maintenance measures in the facilities. As HR Director, you will lead the operation's HR department with approximately 18 employees and have overall responsibility for the operation's combined HR work. The department drives and follows up HR work within the operation, handles cooperation and collective agreement matters with trade union organizations, and conducts proactive and systematic work within workforce planning, work environment, and development of leadership and employee engagement. The role involves close collaboration with the operation's management. You will participate in both Traffic Operations' management group and the Swedish Transport Agency's HR management group. A particular focus of the assignment is to ensure long-term workforce planning, attractive conditions and prerequisites for sustainable working life in an operation where safety, reliability, and operational capability are critical. The assignment also includes managing and developing HR work in a 24/7 operation with shift-working personnel, where issues related to collective agreement interpretation, staffing, and work environment are central and often complex. The operation is in a period of development where new value-based management, a more flow-oriented working approach, changing culture, and new organizational solutions are emerging. You will therefore have an important role in translating strategic decisions into concrete initiatives and creating conditions for successful change work, particularly in an operation where much of the culture and working methods are established over time. Through your role in the HR management group, you will also contribute to the development of the Swedish Transport Agency's joint HR strategies and working methods. Your tasks include, among others: - Lead, develop, and follow up the operation's HR work - Drive long-term and sustainable workforce planning, including internal training flows and future competency needs - Lead work within areas such as labor law, cooperation, work environment, salary, and conditions - Represent the operation in dialogue with trade union organizations - Lead and support the operation through ongoing change and development work - Ensure that central HR processes are implemented and adapted to the operation's specific needs, and when necessary, clearly represent the operation's conditions Qualifications We are looking for you who have: - University or college education of at least 180 credits with a behavioral science focus or other education combined with experience that we consider equivalent - Several years of experience successfully leading and developing operations in a management role, with personnel, budget, and results responsibility, within a larger and complex organization - Successfully led strategic and operational HR work and has strong ability to work closely with the operation - Documented ability to lead change work - Good knowledge of collective bargaining, labor law, and collective agreement matters - Experience in driving work environment initiatives - Good ability to express yourself in Swedish, both orally and in writing We would be pleased if you have experience from a 24/7 operation with high demands on safety and availability, where issues related to shift work, staffing, and operational management are central. Experience from larger public operations is also a merit. As a leader, you create engagement, direction, and conditions for others to succeed. You build trusting relationships, communicate clearly, and have the ability to create consensus even in complex matters and change processes. You combine a strategic perspective with the ability to translate decisions into results in an operationally focused operation. By challenging established working methods, encouraging new ideas, and creating participation, you contribute to development and continuous improvement. You have the courage and integrity to raise the operation's needs and drive HR issues as a strategic part of the operation's development. At the same time, you have a genuine interest in people and are driven by developing both the operation and employees. Additional Information We have chosen to collaborate with Jefferson Wells in this recruitment. If you have questions, please contact recruitment consultant Anna Arborelius, [email protected], tel. 072-537 50 11. Your team develops the platform for our new decision and case management system, which is built on Pega. We work product-driven and agile with inspiration from SAFe. All development is planned in periods and we collaborate cross-functionally. What will your role be? The role has two main responsibilities: you are Scrum Master for the platform team and release coordinator for all teams working on the Pega platform. In smaller assignments, you sometimes step in as a technical project manager. As release coordinator, you are responsible for working with the team to set the standards and milestones that development teams must achieve before release. The work is cross-functional and you collaborate with many parts of the IT organization – from server-level teams and product owners to other development teams, the Service Desk and other stakeholders. The platform team and its sister team Center of Excellence have a coordinating role among the development teams. In addition to our own development, we also coordinate the deliveries of other teams. The team has broad expertise. We develop common functionality that is reused by product teams, build robots, ensure data delivery to teams building data warehouses and advanced analytics, and maintain both the Pega platform and the underlying infrastructure. Right now we are transitioning from servers to containers in Kubernetes. The team is large and broad. Therefore, one of your most important tasks will be to find working methods that keep the expertise broad – so that more people can work in multiple areas, without everyone having to be involved in everything. You work in a structured manner and continuous improvement is a natural part of your daily work. Who are we looking for? We are looking for you – a confident leader with technical understanding and a coaching approach. You drive changes in the team's working methods and in release coordination in a way that makes others feel secure in the change. You are eager to try new approaches, evaluate and adjust. You also want to familiarize yourself with the technology around Pega, the platform and the infrastructure at a high level. Our offer The position is a permanent full-time employment that may be initiated with a six-month probationary period. The place of work is Solna. We offer you the opportunity to work at a workplace where we value balance between work and private life. You will have access to a generous vacation agreement, flexible working hours and the opportunity to work remotely up to 49 percent on an annual basis. We also offer health and wellness activities during working hours and a favorable wellness allowance. As an employee of the Swedish Public Employment Service, you also have access to professional development and career opportunities within the agency. Through our work, we contribute to an inclusive and sustainable society, where you have the opportunity to make a real difference for individuals and for society at large.
