As unit manager of the development unit, you are also the sub-portfolio owner for the department's sub-portfolio, which is conducted in close collaboration with the IT department. Sida's Legal Affairs Unit is seeking an in-house counsel for a permanent position specializing in IT and digitalization law, including AI, information security, data protection and compliance, as well as public procurement and commercial IT solution agreements. Sida is a government agency that contributes to implementing Sweden's policy for global development. The Legal Affairs Unit is part of the Administration Department, which alongside legal matters is responsible for procurement, accounting, document and archive management, quality assurance and investigations, as well as internal governance. The Legal Affairs Unit is responsible for the agency's legal matters and helps ensure good legal quality in development cooperation and in Sida's internal administration. This also includes legal support for development cooperation conducted at Sweden's overseas missions (embassies, etc.) and Sida's guarantee operations. The unit is responsible for Sida's contract templates for our partners including multilateral organizations, reviews contract drafts before decisions, and has coordinating responsibility for the agency's internal regulations. The lawyers also conduct internal training sessions. The Legal Affairs Unit currently employs 20 staff members, one of whom is the agency's data protection officer. The unit's manager is also Sida's chief legal counsel. All employees within the unit are based in Sundbyberg. About the Position The in-house counsel's main area of responsibility is legal advice on matters relating to contracts, business law and administrative law, including public access to information and confidentiality matters and public procurement. This position involves taking overall responsibility at Sida for legal matters concerning digitalization and IT law, including AI, information security, data protection and compliance, as well as procurement and commercial IT solution agreements, and working closely with the parts of Sida's operations responsible for IT and digitalization matters. Responsibilities Take overall responsibility for advising on the agency's IT legal matters, including e-government, data protection (GDPR), information security, cybersecurity legislation (NIS2) and the EU's AI Regulation, and review to ensure compliance Provide legal support for procurement of IT and digitalization solutions under the Public Procurement Act (LOU) and negotiate and establish complex commercial IT agreements, including SaaS, license and cloud service agreements Provide security-related legal support linked to the agency's security-sensitive operations and serve as legal advisor on cyber and personal data incidents, including assessment of reporting obligations, in close cooperation with the Digitalization and Security Department and the agency's data protection officer Prepare legal investigations and provide guidance within the agency on complex matters Contribute to innovative and legally secure methodology and development work within your area of responsibility and in the agency's overall operations related to data protection, digitalization and IT law Provide training to staff within your area of responsibility Work is performed both independently and in collaboration with others and requires self-motivation and initiative, integrity, and the ability to work as part of a team and share responsibility with others at the agency. Department of Soil and Environment A 2-year postdoctoral position is being announced in the Soil and Environmental Physics research group at the Department of Soil and Environment at the Swedish University of Agricultural Sciences (SLU) in Uppsala. We are seeking a researcher with an interest in the interactions between the ecological, biogeochemical, and physical processes that shape the carbon cycle's response to global changes and how these interactions can be implemented in models of soil and ecosystems. Depending on the selected candidate's background and interests, the research project can be directed toward statistical analysis of literature data, process-based modeling, or a combination of these.
