About the Position We are now seeking an archivist for a government agency in Stockholm. You will primarily work with records management and help ensure well-organized, accessible, and legally compliant information management. Operations Coordinator for Test Development
Are you a driven, change-oriented, and experienced operations coordinator with expertise in testing and test development who is comfortable independently managing complex, time-sensitive assignments? The Swedish National Board for Higher Education (Universitets- och högskolerådet, UHR) is a government agency with a broad mandate in the education sector. In recent years, the agency has received progressively expanded and more complex responsibility for large-scale test operations. The assignments include both the university admissions test (högskoleprovet) and the newly assigned government commission for citizenship testing (medborgarskapsprov). Both assignments involve activities that are societally critical, security-sensitive, and dependent on a high degree of coordination, security, and stability. To create long-term conditions for management, implementation capacity, and sustainable development, we are consolidating all test-related assignments as of January 1, 2027 within a new organizational unit – the Department for Test Operations. The department will be responsible for leading, coordinating, and developing UHR's test operations, which encompasses the entire chain from test development and quality assurance to planning, implementation, and follow-up. The goal is to contribute to the education system's and society's need for objective, legally sound, and equitable assessments and selection processes, as well as to strengthen individuals' opportunities to advance into education and work. Initially, development and implementation work will be conducted primarily in program format, where structures, working methods, and deliverables are being established. In parallel, the department is being shaped as a long-term home for test operations. Program and project governance models will occur in the operations going forward, which places demands on collaboration ability and flexibility. We are now seeking two operations coordinators for test development for one of the department's two upcoming units: the unit for test development and coordination. What you will do/be responsible for As an operations coordinator for test development, you will have a key role in strengthening and developing the agency's subject matter expertise and capacity within the testing field. The assignment is varied and dynamic with many external contact points. Your expertise and experience will be converted into concrete benefit for individuals and society while you help shape the new department. The assignment includes, for example: Responsible for planning, leading, and coordinating the development of one or more tests or test components. Ensuring that test operations are conducted in accordance with applicable regulations, quality requirements, and decisions. Coordinating external actors, vendors, and internal functions related to test development. Contributing to projects and assignments related to development, change, and future digitalization of test operations. Leading and coordinating projects, assignments, and working groups within test development. Developing and contributing to the preparation of analysis, planning, and decision-making materials. Contributing to responses to government assignments and consultations within the testing field. Contributing to the development of processes, working methods, and documentation within the testing field. Other tasks may also occur. You who are applying You have: A university degree in social sciences, linguistics, or other relevant field for the position, or work experience that the employer deems equivalent. At least 5 years of experience in leading or coordinating work within test operations or other rule-governed activities with a focus on large-scale knowledge assessment and evaluation beyond individual classrooms. At least 5 years of experience coordinating or project-managing assignments based on collaboration and cooperation between multiple internal functions and external actors. Test theory knowledge and competence. Very good skills in Swedish and English, both spoken and written. It is meritorious if you have: Teacher training in linguistics or social studies. Research background, particularly in assessment, subject didactics, psychometrics, or other relevant field for the position. Experience working with national tests in primary school, upper secondary school, or Swedish for Immigrants (SFI), or with the university admissions test at a strategic level. Participation in pedagogical development projects at a strategic level. Interest in and experience with digital knowledge assessment. Experience working at or in close cooperation with a higher education institution. Experience leading and coordinating work in an intensive establishment and change phase.
