As unit manager for Operations Development and Digitalization, you lead a unit with a broad, department-wide mission. The unit consists of operations developers, communicators, and system managers. Together, the unit contributes to developing work methods, processes, and services based on operational needs. The unit has an important role in identifying needs and opportunities, creating structure, and driving development initiatives from idea and analysis to implementation and follow-up. You lead, prioritize, and create conditions for your employees while being active in the department's strategic development work. As a manager, you build trust and clarity, give employees the mandate and space to use their expertise, and follow up that the unit's work contributes to operational goals. You are responsible for creating direction and priorities for the unit's work and for ensuring that development initiatives translate into concrete operational benefits. You need to be able to move between the strategic and operational levels. One moment you are discussing long-term development, priorities, and strategic choices in a management group, the next moment you need to work with employees and operations to understand a concrete need and find the way forward. Because the unit's mission is built on collaboration, you need to build good relationships and trust, both within your own unit and with operations and partners. You bring together different perspectives, challenge when necessary, and create conditions for people to work together toward common goals. QUALIFICATIONS We are looking for you as a confident, structured, and development-oriented leader with the ability to create direction, engagement, and results. You have a genuine interest in operations development and understand how digitalization and new ways of working can be used as tools to develop an organization. We are looking for you who have: • university education that the employer considers relevant for the assignment • documented management experience with responsibility for operations, personnel, and finances • experience leading operations development and change management • experience working strategically and translating strategy into practical implementation Experience leading in a politically governed organization and working in municipal operations is a merit. Experience in communication, service development, process development, project or portfolio management, and digital transformation is also a merit. Employment form: Permanent employment.
