Supreme Court Seeks Head of Preparation Unit
The Supreme Court's primary mission is to lead the administration of justice through landmark decisions. The Supreme Court is the final instance for civil cases, criminal cases, and matters decided by courts of appeal. In addition to its main function as a precedent-setting body, the Supreme Court also hears cases concerning revision, miscarriage of justice, restoration of missed deadlines, as well as matters relating to other states' requests for extradition and certain matters concerning attorneys. The Court's goal is to be a modern and attractive workplace with a particular focus on meaningful and developmentally challenging work tasks, individually tailored competence development, significant opportunity to influence routines and work methods, and engaging and developmentally oriented leadership. The Court actively works with operational development with a particular focus on work methods and quality. Employees are involved and active in the development work. Approximately 100 people work at the Supreme Court, of whom 16 are judges (justices). The Supreme Court is organized into two adjudicating divisions and a chancery. The chancery consists of three preparation units and an administrative unit with a registry office and archives as well as other administrative functions. 1 position(s). Work Tasks The heads of preparation units at the Supreme Court are responsible for the operations of one of the three preparation units. The heads of preparation units have personnel responsibility for judicial secretaries and preparation attorneys in the unit. The heads of preparation units are responsible for identifying cases of precedent interest early and coordinating cases with similar issues. The heads of preparation units also play an important role in implementing and further developing the entire work process leading up to the justices' decision-making. A fundamental task for the heads of preparation units is to support and supervise the judicial secretaries and preparation attorneys in their task of reviewing and presenting cases to the justices. Each unit handles approximately 4,000 cases per year. The Supreme Court has a benchmark of issuing 100 landmark decisions each year. The heads of preparation units are part of the management group together with the Court's president, division presidents, chancellor, chief administrator, and chief case manager. They are also part of the group that formulates the references for judicial secretaries and participate in the recruitment of judicial secretaries and preparation attorneys. The Supreme Court's preparation organization and work methods have undergone major changes in recent years. The role of the heads of preparation units has thereby been broadened and deepened further. Your Competence We are seeking someone who is or has been an active judge, or who has equivalent experience and competence. Employment as head of preparation unit involves significant management and personnel responsibility. In addition to being a highly skilled attorney, you should therefore have a particular interest in leadership and organizational matters. Experience in a management position or supervisory role is a merit. Your Qualities You should have high integrity, be receptive, and have the ability to motivate employees and work toward further development of work methods. You meet very high standards for responsibility and judgment. This means you must be driven and engaged. To succeed in the role of head of preparation unit, you also need to have very good collaboration skills and be able to establish credibility and trust at different levels in the organization. You have very large work capacity, the ability to handle many issues simultaneously, and can handle your work tasks even under stress. We place great importance on your personal qualities. Other Information Employment as head of preparation unit is governed by the provisions in sections 26 and 27 of the regulation (1996:377) containing instructions for the Supreme Court. Written applications with a list of qualifications and other documents that the applicant wishes to submit should be submitted to the Supreme Court via Visma. One or more applicants may be selected for a personality and aptitude test conducted by an external consultant. Before making an employment decision, background checks may be conducted. To ensure an inclusive and fair recruitment process, Swedish Courts apply competence-based recruitment. Our selection is based on candidates' competence and qualifications. We kindly but firmly decline direct contact from staffing and recruitment companies as well as sellers of additional job advertisements. Salary form: Monthly salary. Postdoctoral Researcher in Intelligence Studies
About the workplace The position is located in Stockholm at the Department of Defense Systems, Swedish Defence University. The Swedish Defence University hosts a newly established interdisciplinary Platform for Intelligence and Security Services. Learn more about the platform at https://www.fhs.se/forskning/natverk-och-samarbeten/plattform-for-underrattelse--och-sakerhetstjanst.html. Description Intelligence services are characterized by significant uncertainty, an adversary that misleads and protects secrets, and consequences of operations that are substantial. Actions taken affect developments, and decision-making at the national level is difficult to model. Additionally, the events that intelligence analysis must understand and predict are rarely occurring. Together, this creates a challenging information environment in many respects. At the same time, recent technological developments, particularly in artificial intelligence, have raised hopes for using large datasets to improve intelligence analysis. This is often associated with so-called Open Source Intelligence (OSINT), where open or commercially available information is analyzed, but also applies more generally to the various types of data that intelligence services collect. The Department of Defense Systems is seeking a postdoctoral researcher to study the possibilities of using data and systems science methods to improve intelligence analysis. This includes, but is not limited to, various forms of artificial intelligence. The research is applied and may be conducted in collaboration with government agencies and companies, which involves working with practitioners. The Swedish Defence University is making an investment in intelligence and security services within the framework of a newly launched Platform. One development area concerns new technology and large datasets. The postdoctoral work is independent but will be conducted within the framework of the Platform for Intelligence and Security Services and should connect to other ongoing research at the Swedish Defence University, thereby enabling future research applications and education. Duties The postdoctoral researcher is expected to make independent contributions to the research field. Specifically, you are expected to develop methods relevant to intelligence analysis. The work also includes contributing to the research and educational environment in intelligence and security services at the Swedish Defence University. The duties also include dissemination of research results at conferences and in peer-reviewed scientific publications. The work is conducted in close collaboration with other researchers at the Swedish Defence University. Contract research may be included. Administrative tasks and teaching-related tasks will be part of the work, up to 20%. Studying intelligence services presents special challenges due to confidentiality and security protection. However, research within the project should be designed in a way that does not require access to classified information. Who are we looking for? We are looking for you who have: Completed a doctoral degree (or equivalent) by the time of the employment decision in an area relevant to the position, for example data and systems science, data science, or engineering. Good knowledge of English, both spoken and written. It is meritorious if you have: Interest in—and preferably documented experience with—working on the challenges in the information environment that intelligence analysis entails, and who wants to develop methods to address them. If you have a doctorate in a social science, intelligence-related field, we would like you to also have a basic degree in a technical or natural science field. Meritorious experiences for this position include: Working with data in areas that have challenges similar to those of intelligence analysis Development of methods for data collection and structuring of quantitative data Data quality Data analysis Use of AI in method development Research in areas relevant to intelligence and security services Working with confidentiality and security protection Publishing peer-reviewed scientific articles Work with intelligence services Applicants who completed their doctoral degree no more than three years before the employment decision will be prioritized. If there are special reasons, such a degree may have been completed earlier. Special reasons include leave due to illness, parental leave, positions of trust within trade union organizations, service in total defense or similar circumstances, as well as clinical service or service/assignment relevant to the subject area. Personal qualities You work independently, in a structured manner, and with high precision. Furthermore, you have excellent communication and collaboration skills. We will place great emphasis on your personal qualities. About the employment This is a fixed-term full-time position (100%) for two years, with the possibility of a one-year extension. If you are already placed for war deployment in your current employment at an agency and your competence is needed in the Swedish Defence University's war organization, negotiations will take place between the relevant agency and the Swedish Defence University regarding your placement. Start date Start date as soon as possible by agreement. Application Your application should contain: A personal letter explaining your motivation for applying for this position Your CV including a publication list and (planned) date of doctoral degree A research plan of maximum 2 pages where you describe your research interests and approach to this specific project Your previous publications relevant to this position (maximum 10) Submit your application through the Swedish Defence University's recruitment system by clicking the link "Log in and apply for the job" on the job posting page.
