Observer Network Administrator at SMHI Norrköping

This position offers a mix of administrative management work and development work for observation networks. Both aspects are carried out in dialogue with other stakeholders such as internal and external customers, landowners, observers, and other government agencies. About the Position The role of administrator involves both administrative and coordinated work in base, supplementary, and commissioned networks. This primarily includes: Managing the networks in dialogue with strategic administrators and users/customers of measurement data, proposing changes and network improvements. Coordinating the process for establishing and decommissioning stations with support from the strategic administrator. Handling restoration matters, which involves contacts with local and regional authorities such as county administrative boards, environmental and health protection offices, and building permit offices. Ensuring a functioning infrastructure for the networks regarding land agreements, electricity contracts, observers/supervisors, and communication of measurement data in collaboration with the strategic administrator. Maintaining station-related metadata such as address and contact information, measurement site position, and equipment specifications. Developing and updating instructions for administration and supervision of station networks in collaboration with the strategic administrator. Responsibility for monitoring data availability and developing these measurements together with the strategic administrator. Managing projects and activities, and potentially other assignments. What characterizes this assignment is the mix of administrative management work and forward-looking development work. Both parts are conducted in dialogue with other stakeholders such as internal and external customers, landowners, observers, and other government agencies. The closest collaboration occurs with other administrators, strategic administrators, and technical and facilities staff. About the Networks Team The group is responsible for managing and developing SMHI's various observation networks in dialogue with customers and users of collected observational data. We currently have 12 people with equal gender distribution, ranging in age from 40 to 65 years. Work in the group is moving toward a more project-oriented approach, and the number of assignments requiring qualified administrative expertise is increasing, as is collaboration both nationally and internationally in the measurement data field. Your Profile We are looking for you with an academic degree (at least bachelor's level) in natural sciences or other equivalent education/experience that SMHI deems equivalent. Experience or education in property management, construction projects, administration, project management, public administration, or environmental law is a merit. At the same time, there are significant challenges in handling dataset bias and privacy issues, particularly in applications dealing with sensitive data, such as medical diagnoses. The focus of this PhD project is to develop methods to reduce the amount of data without significantly affecting the performance of a model trained on that data, to promote efficient optimization and reduce computational requirements, while taking fairness and privacy aspects into account. The goal is to promote resource-efficient and reliable machine learning in a unified framework. In your work, you will explore generative modeling to create synthetic representative data points with high training value, while considering dataset bias and ensuring that sensitive information does not leak from the real dataset. You will work with various types of datasets (from low-dimensional point clouds to high-dimensional image data) and focus on different types of applications (e.g., medical imaging). The work will be both theoretical in nature and focused on implementation of experiments with machine learning algorithms for empirical testing. As a PhD candidate, you dedicate yourself to your research education and research projects in which you participate. Your work may also include teaching or participation in other institutional assignments, up to 20% of full-time. Your qualifications You have completed a degree at the advanced level in computer science, statistics, mathematics, electrical engineering or a related field, alternatively completed courses of at least 240 higher education credits of which at least 60 higher education credits at advanced level (within the mentioned areas) or in some other way acquired essentially equivalent knowledge. It is required that you can communicate fluently in spoken and written English. It is considered meritorious if you have solid programming skills in Python, have good knowledge of LaTeX and version control systems (git), and are comfortable working with GNU/Linux systems. About the Control Function The control function at the overseas units is part of the National Operations Division and contributes to the agency's knowledge development regarding prevention and counteracting abuse, security threats, welfare crimes, and serious organized crime.
