Project Manager for Infrastructure Projects

Our Operations The Implementation Unit is responsible for design, procurement and development of the municipality's public facilities and community properties. We monitor implementation issues during the detailed planning phase and development phase. We are responsible for ensuring that the municipality's investments are implemented in an efficient and sustainable manner, and when construction is complete, we ensure it is handed over properly to our colleagues who are responsible for continued maintenance and management. Currently we are driving several exciting and complex projects, where the Gustavsbergs project – with planning of several thousand new residential units – is one of the largest. Here, among other things, the development of Gustavsbergs city center is underway along with several other strategic sub-projects. Your Assignment You follow the projects through the entire process – from early planning and design to implementation and handover to management. Your responsibility is to ensure that the projects are carried out with the right quality, within budget and in accordance with the municipality's goals and requirements. An important part is also ensuring good communication both before and during construction. You lead all phases of the construction process, procure and monitor consultants and contractors, establish and are responsible for the project budget, and ensure that working environment and quality are maintained at all levels. An important part of the role is creating good cooperation between the municipality's various competencies and external parties. You work in close collaboration – often in project form – with, among others, planning architects, water/sewage engineers, landscape architects, ecologists, municipal antiquarian, project controller and traffic engineers, as well as in dialogue with developers and contractors. The role reports to the Implementation Unit Manager. Your Experience You have a university degree or equivalent, preferably with a focus on urban development, engineering, environment or similar field. Alternatively, you have training and experience that the employer deems equivalent. You have experience with infrastructure projects in the production/implementation phase and good knowledge of AB/ABT, AMA, MER Anläggning. You have good financial understanding and experience in forecasting and cost management as well as experience in workplace safety, contractor law, public procurement (LOU). You have a good understanding of municipal decision-making processes, legislation and governing documents that affect urban development projects. You have experience with the detailed planning process and can assess the projects' technical and economic conditions from a municipal holistic perspective. Personal Qualities You are confident in the client role and experienced in leading and coordinating projects from early stages to implementation. You have a structured approach, good understanding of municipal processes and the ability to balance technology, economics and operational value. You are flexible, communicative and relationship-building – qualities that enable you to create good cooperation with both internal operations, political representatives and external contractors and consultants. As a project manager, you naturally see the bigger picture and enjoy leading others toward common goals. You are solution-oriented and have the ability to make decisions even in complex situations. You are skilled at structuring and prioritizing, even when driving multiple projects in parallel, and you are motivated by creating order, progress and results. The Unit for Digital Development Do you want to help shape how AI is used in tomorrow's municipal operations? With us, you will have a key role in driving digital development and converting generative AI into concrete value for operations, employees and residents. We are now seeking a business development manager with strong drive and interest in AI, change management and business development – someone who wants to contribute to creating a more efficient and value-creating way of working across the entire municipality. At the Unit for IT Development, we work closely with operations to create effective collaboration between IT, digitalization and business development. We support the municipality's various departments with project management, methodology, governance and development initiatives. You will become part of the Department for IT and Digitalization, which is responsible for strategic IT matters as well as services within development, management, support and infrastructure. You have a relevant academic degree in systems science, computer science or equivalent (at least 180 higher education credits) or equivalent competence that the employer deems equivalent, in combination with several years of relevant professional experience for the position. Experience with digitalization where you have practical experience applying AI tools for business development. Good knowledge of information security, GDPR and the AI Regulation. Very good ability to document and communicate your work in a pedagogical manner orally and in writing in Swedish. Very good ability to see and work for the whole picture, to be able to understand and explain complex contexts and processes. Experience working with concretizing ideas and needs analysis as well as environmental monitoring.
