Our Operations
The Procurement Unit plays an important role in the municipality's work to use public procurement as a tool to drive societal development in a sustainable direction. Our mission is to ensure that the municipality's purchases are efficient, resource-smart, and sustainable over time. We have specialists in procurement, contract management, and e-commerce. We currently have approximately 15 employees, including the unit manager.
Your Assignment
In this role, you will hold a central position where you drive complex IT procurements, lead projects, and ensure that the municipality's contracts are both commercially viable and future-proof. You will become an important part of our category team for IT, where you, together with IT operations and experts from various parts of the municipality, contribute to developing working methods and strategies.
Your main responsibilities as a procurement specialist include:
- Acting as a project manager responsible for planning and conducting procurements with varying complexity and scope within the IT category
- Conducting needs and market analyses within the field as a procurement specialist
- Analyzing needs, designing procurements, negotiating with suppliers, ensuring compliance with laws such as the Public Procurement Act (LOU), and following up that deliveries meet requirements
- Independently and as part of a group, preparing and compiling procurement documents, contracts, and being responsible for bid evaluation
- Being able to provide advisory roles on procurement and purchasing matters in the municipality
- Maintaining continuous contact and dialogue with both clients and suppliers and, importantly, with the municipality's operations
- Being expected to actively participate in the unit's development work on working methods and common processes, as well as templates and procedures within procurement
Your Experience
For this position, you must have:
- Higher education or vocational training in procurement/purchasing, law, economics, IT, engineering, or other relevant education or experience that we deem equivalent
- Strong knowledge of the Public Procurement Act (LOU) acquired through both theoretical training and practical implementation (>3 years)
- Communicative, analytical, and good collaboration skills – being able to work with adapted messages to different target groups and individuals in both written and verbal form
- Very good Swedish skills, both spoken and written
- Experience conducting procurements within the IT field
- Good knowledge and experience in reading and interpreting complex IT contracts
- Experience conducting procurements using negotiated procedures
For this position, it is advantageous if you have:
- Experience independently driving processes within purchasing or procurement
- Experience working on projects or collaborating with different functions
- Knowledge and experience working in a politically governed organization
- Good experience from IT-related assignments
