Limbaži Municipality, reg. no. 90009114631 Limbaži Municipality Education Department invites applications for an open competition for the position of Deputy Head of the Limbaži Municipality Education Department – in Legal and Children's Rights Matters for an indefinite period (position objective - to provide legal support measures to the Limbaži Municipality Education Department, hereinafter - the Department, and to educational institutions under its authority) Education and Skills Required by Candidates: · higher education (master's degree in social sciences, preferably in law); · at least three years of work experience as a lawyer in a municipality or state institution; · preference will be given to pedagogical work experience in the education field or experience in education management and knowledge of child rights protection and understanding of education matters; · ability to develop legal documents in accordance with legal norms; · high communication culture and excellent business communication skills; · independence in task completion and ability to organize one's own work and that of subordinates; · ability to express and defend opinions, make independent decisions, work in a team, and work under high-intensity conditions. Main Duties of the Position: · perform the duties of the Department Head during his/her absence; · participate in the development of the Department's short-term and long-term plans, their adjustment, the development of the Department's policies and objectives, and analysis of their implementation; · lead and coordinate the Department's problem and non-compliance processes, participate in the consideration of complaints from natural and legal persons, maintain a record of identified non-compliances, assess and analyze problems and non-compliances, develop proposals and corrective and preventive measures to eliminate non-compliances; · prepare drafts of internal regulatory acts, decision drafts, contract drafts, and other document drafts; · provide legal advice to educational institutions as necessary for document draft development or work task completion; · advise educational institutions on labor law matters; · monitor and analyze the activities of educational institutions and the compliance of the educational process with regulatory acts; · organize and control child rights protection in the municipality territory; · cooperate with other municipal institutions in the performance of direct work duties.
