The position includes responsibility for planning and conducting field-based research in collaboration with local partners and stakeholders, including extended periods of fieldwork in rural East Africa. The Development Office is one of the city's departments and reports to the Development Committee. We are responsible for, among other things, the development and management of the city's land, development for residential and business areas, and the city's investments in streets, squares, and parks in development projects. Welcome to us We are now looking for you who want to work as a senior procurement officer with our construction and consulting business in our procurement unit. In this role, you will primarily work with construction and consulting procurements in our urban development projects. In addition to conducting procurements, providing qualified advice to the business on both commercial and procurement matters is an important part of the work. Great emphasis is placed on proactively defining goals and strategies together with the business ahead of procurements to achieve the best possible results. In this role, you collaborate with colleagues within the unit and our business to both ensure and develop our common working methods. The Procurement Unit consists of 12 employees who support the entire Development Office. The unit is organized under the City Environment Department. The unit handles very large values. Annually, construction contracts are purchased for over 3 billion kronor. The corresponding figure for consultants is approximately 800 million kronor. The unit works closely and in collaboration with our internal clients and operations. Procurement matters are very complex, and we work to continuously improve and develop our working methods. You will be the primary contact for part of our organization on procurement matters • having overall responsibility for the direction and development of our solution for monitoring delivery of construction contracts • having contact responsibility for some of our strategic construction and consulting partners. Your work tasks also include: • providing advice to the business in disputes/escalated matters. • conducting active market and environmental monitoring and working with procurement strategies • actively participating in the development of procurement and contract management processes • collaborating across departmental boundaries and with the city's departments and companies. Your competence and experience For the senior role, we are looking for you who have: • at least seven years of experience as a senior or strategic procurement officer in large construction operations with experience leading and conducting complex procurements, or with experience in a corresponding role at a construction or consulting company with business responsibility • very good knowledge of the industry's standard contracts (AB, ABT, ABK, AMA system) • good understanding of the design and construction process • relevant higher education or university degree for this role, alternatively a degree from vocational education with a focus on procurement • good ability to express yourself orally and in writing in Swedish. It is an asset if you have experience in: • working with public procurement (LOU or LUF). • experience from construction operations as a project manager, construction manager, site manager, or equivalent in larger construction projects • experience with land and construction contracts.
