Job Responsibilities:
- Comprehensive management and operation of the entire building permit department.
- Authorization of projects pursuant to Act No. 283/2021 Coll., Building Act, as amended, and its implementing regulations and related activities.
- Adjudication of offenses against the Building Act in administrative proceedings.
Requirements (pursuant to § 4, subsection 1 of the Civil Service Act):
- Applicant must be a natural person who is a citizen of the Czech Republic, or a citizen of another EU Member State, or a citizen of a state that is a contracting party to the Agreement on the European Economic Area, or a foreign person with permanent residence permitted in the Czech Republic, must be at least 18 years old, legally capable, of good repute, and must command the official language.
- Higher education in a master's degree program, bachelor's degree program, higher vocational education, or secondary education with a school-leaving examination.
- Fulfillment of conditions under § 2 of Act No. 451/1991 Coll., which establishes additional prerequisites for holding certain positions in state bodies and organizations of the Czech and Slovak Federative Republic, the Czech Republic and the Slovak Republic, as amended (hereinafter "Lustration Act") – this obligation does not apply to applicants born after December 1, 1971.
We Require:
- Completed higher education in a study program in the field of architecture and urban planning, construction, economics, transportation, biology, ecology and environment, forestry and woodworking, earth sciences, or law; or higher vocational education in construction, geodesy and cartography, general legal activities, public administrative activities, or transportation; or secondary education with a school-leaving examination in construction, geodesy and land cadastre, or public administrative activities (pursuant to § 30a of Act No. 283/2021 Coll., Building Act, as amended).
- Experience in managing people.
- Good knowledge of Czech language in spoken and written form.
- Very good user-level proficiency with computer work (MS Office, internet).
- Basic knowledge of Act No. 283/2021 Coll., Building Act, as amended, including implementing regulations No. 131/2024 Coll., on building documentation, No. 146/2024 Coll., on construction requirements, No. 149/2024 Coll., on implementation of certain provisions of the Building Act, Act No. 500/2004 Coll., Administrative Procedure Code, No. 128/2000 Coll., on municipalities (municipal organization), No. 250/2016 Coll., on liability for violations and proceedings concerning them, all as amended.
Advantages:
- Completed higher education at least at master's degree level in law at a higher education institution in the Czech Republic (§ 111, subsection 1 of Act No. 250/2016 Coll., on liability for violations and proceedings concerning them).
- Experience in public administration.
- Experience in project work or other construction activities.
- Knowledge of spatial planning documentation.
- Successful completion of examination demonstrating special professional competence for administrative work in the field of building regulation.
- Category B driving license (active driver).
