Then you might be the person we're looking for. We are now seeking a substitute development manager for the development department at the municipal executive office. The role has a special focus on governance and monitoring and involves close collaboration with municipal leadership, departments, and other parts of the organization. About the Workplace The Development Department is part of the Municipal Executive Office and has a municipality-wide mandate. We aim to be at the forefront within our areas of expertise and contribute to the municipality's development and transformation capacity. We work closely with the municipality's operations and combine a strategic perspective with practical development work. DUTIES The Development Department is a strategic resource for the entire municipality. We drive and support development and change in areas such as governance and quality, sustainable development, digitalization, and innovation. In this role, you will work to develop and maintain the municipality's governance and monitoring efforts. You contribute to ensuring that governance provides the organization with favorable conditions to prioritize, monitor results, and develop operations. You will, among other things: develop and support the municipality's work with governance, monitoring, and quality management provide qualified strategic support to municipal leadership conduct analyses and prepare materials for management and decision-making lead and coordinate municipality-wide development and change processes develop working methods and approaches together with operations The role involves moving between strategic perspectives and concrete development work. You need to be able to understand complex contexts, identify what is important, and translate it into materials, structures, and working methods that create value for the organization. QUALIFICATIONS We are looking for someone with academic education in, for example, social sciences, political science, public administration, organization and management, or other education that the employer deems equivalent. For this position, you must have: experience with strategic work on governance and monitoring, such as objective and results-based management, operational planning, analysis, and monitoring experience leading development processes and developing working methods and approaches in organizations It is an advantage if you have experience working in a politically governed organization, providing qualified strategic support to managers or management groups, and change management. Knowledge of innovation processes, service design, or other structured methods for development work is also an advantage. You communicate very well in Swedish, both verbally and in writing. Since you will work closely with municipal leadership, you need to be secure in your professional role and have the ability to make well-founded judgments even in complex matters.
