Description The position is placed in the Quality and Development Unit under the Municipal Executive Administration. The unit has a municipal-wide mandate and coordinates and develops several of the municipality's strategic processes and development areas. This includes planning and follow-up, quality and operational development, EU coordination, democracy and rural development, social sustainability, business development, and digitalization. As a Development Manager for Quality, you will be part of a team that works closely with the municipality's leadership, departments, and operations. Together with colleagues within and outside the unit, you will contribute to developing the municipality's governance, quality, and ability to follow up, analyze, and improve operations. Job Responsibilities As a Development Manager, you primarily work at the municipal-wide level and departmental management level. You provide support to managers and elected officials and have an important role in coordinating and administering, as well as following up on and developing, the municipality's work with governance, quality, and operational development. A central part of the assignment is the municipality's annual planning and follow-up process. You contribute to developing working methods, approaches, and tools that create a clear connection between budget, goals, results, analysis, and development. You provide qualified support on matters relating to governance, follow-up, and operational development. You present matters frequently for political governance and management groups. You conduct qualified investigations and analyses and develop decision-making and prioritization materials. You introduce new managers to the municipality's governance model and planning and follow-up process. You may also coordinate networks and conduct training and workshops within your area of responsibility. The work is varied and involves both long-term development and recurring processes with clear deadlines. You need to be able to switch between strategic issues and more operational implementation and enjoy working both independently and with others. Depending on your profile and specific competencies, certain work tasks can be adapted and distributed within the team. Qualifications We are looking for someone with relevant university education of at least three years, for example in political science, public administration, economics, or another social science field. Alternatively, you have other education and experience that the employer considers equivalent. We further see that: you have experience with similar work tasks within municipal/public operations, especially from budget, planning, and follow-up processes you have good knowledge of municipal organization and public operations, and the interplay between politics and administration you have experience independently driving and coordinating development assignments and projects you have experience with process management and change management you have very good IT skills and it is meritorious if you have experience working with the Stratsys tool and survey tools you have a good ability to communicate fluently in Swedish, both orally and in writing you are aware of your environment, responsible, analytical, systematic, driven, and communicative you find it easy to collaborate but are also independent in your work you see possibilities in the work and contribute to developing the assignment and area in which you operate Your collaboration is deeply connected to your ability to cooperate and participate in your own and the organization's development.
