On January 1, 2027, a new municipal management office will be established within the Municipal Executive Board's administration. As part of the new organization, a municipal-wide development function will be created. We are now looking for a development director who wants to build up and lead the new function and contribute to shaping the future Varbergs Municipality. The development function's mission is to strengthen the municipality's ability to innovate and transform. We want to work more as a municipality and a system, where operations and functions are interconnected and where development occurs based on the municipality's collective mission and residents' needs. JOB RESPONSIBILITIES As development director, you have one of the municipality's most strategic leadership assignments. You build up and lead the new development function and create conditions for the municipality to work more cohesively, long-term and with greater impact in its development work. The assignment includes responsibility for the areas of governance and learning, digital transformation as well as IT and digital foundation. Together, these create the conditions for a more cohesive, data-driven and future-oriented municipality. You lead through other managers and employees with different competencies and professions and have a central role in creating direction, engagement and momentum. Through close collaboration with municipal leadership and operations throughout the organization, you contribute to translating strategic ambitions into concrete change and sustainable results. Key responsibilities: • Build up, develop and lead the new development function • Create a common direction, strengthen the culture and set structure and working methods for the function • Strengthen the municipality's ability to work from a holistic and system perspective • Coordinate development work based on the municipality's common priorities • Create trustful collaboration across organizational boundaries • Provide analysis, methodological support and strategic development close to operations QUALIFICATIONS We are looking for a confident leader with strategic ability, strong holistic perspective and the ability to create results together with others. With a long-term perspective, you contribute to translating priorities and ambitions into concrete development and sustainable results. You see the municipality as a whole, understand how different parts are interconnected and can balance a municipal-wide perspective with the different needs and conditions of operations. Through trust, collaboration and clarity, you create direction, engagement and momentum. You get people with different competencies, perspectives and experiences to work towards common goals and are experienced in creating results even without formal mandate. Strong relationships and collaboration across organizational boundaries are a natural part of your working style. We are looking for someone who has: • Relevant academic degree or other education and experience that the employer considers equivalent • Several years of experience leading through others, preferably from a complex organization • Experience leading operations with different competencies and professions • Experience driving change and development work that has created results across organizational boundaries It is meritorious if you have: • Experience from municipal or other publicly governed operations • Experience with strategic work within governance and analysis, digitalization, operations development or change management We place great emphasis on personal suitability and make a comprehensive assessment of your overall competencies.
