The Department of Finance and Planning is responsible for the university's financial management, accounting, financial statements, budgeting and forecasting, financial monitoring and analysis, financial administration, invoice handling, travel services, operational planning and monitoring, and procurement. The department's mission is to work with both ongoing operational activities and development and strategic issues within its areas of responsibility. The department consists of the units Accounting and Operational Finance and a staff office. The department operates on Mid Sweden University's campuses in both Östersund and Sundsvall. We are now seeking a senior procurement officer for campus Östersund or Sundsvall. Job Responsibilities Mid Sweden University is facing a decision to establish a purchasing organization and implement e-commerce. We are therefore seeking a senior procurement officer to lead the work of developing the purchasing organization, implementing e-commerce, and developing Mid Sweden University's procurement and ordering processes. The aim is to ensure efficient purchases that meet the university's needs and that procurement, call-offs, and purchases are conducted in accordance with applicable legislation and framework agreements. You are responsible for ensuring that new procurements are carried out in accordance with LOU and that governing documents and instructions are kept up-to-date and accessible on the university's intranet. You have the role of coordinating and providing expert support and are responsible for environmental monitoring and for disseminating knowledge throughout the organization. The role also includes other common tasks within procurement and purchasing. Finally, you are responsible for ensuring that valid agreements are entered into the system and expired agreements are removed. You follow up on existing agreements and monitor the organization's contract compliance. There is close collaboration with the purchasing organization as well as with lawyers and other specialist expertise in the field. You will be one of two people in the role and will have a close colleague to work with in your daily work. Your Background We are seeking someone who has: higher education or education from a university of applied sciences in a relevant field for the position. good knowledge and experience with Office applications. multiple years of experience independently conducting procurements and signing agreements in accordance with LOU. experience working in e-commerce systems good ability to express yourself in speech and writing in Swedish and English. It is meritorious if you have: Experience in project management or participation in a project group for the implementation of a purchasing organization and/or e-commerce system Experience working with spend analysis Experience working with category management Experience with procurements in the public sector, project management, and experience in contract management.
