Solna Municipality is in an exciting development phase focused on strengthening and further developing the city's governance model to meet increasing demands for effective management, monitoring, and analysis. We are now looking for you to take on a strategic and central role in developing the city's operational governance and creating the best possible conditions for political goals and decisions to have an impact on operations. About Us Solna Municipality is a growing municipality with a strong focus on quality, sustainability, and welfare. We work to create good living conditions for our residents through efficient and value-creating operations. The Controller Unit within the Department for Economic and Operational Governance under the City Management Administration is part of the municipality's central organization. We have primary responsibility for the city's processes regarding economic and operational governance. The unit provides support to all of the city's administrations in matters related to planning, monitoring, analysis, and governance. We are approximately fifteen employees led by a chief controller and report to the city's chief financial officer. Some employees have city-wide roles while others serve as administration controllers for one of the city's seven administrations. The unit also includes corporate controllers for a couple of companies within the municipal group. During 2026, the centralization of the city's financial functions will be completed. As a Governance Strategy Officer, you will have a key role in developing the city's overall governance, coordinating the city's financial management, and supporting the boards' economic and operational governance. The role involves close collaboration with the city's management group as well as operational controllers and quality strategists within all administrations. You will work both strategically and operatively to develop the city's governance model, processes, and methods for planning, monitoring, and analysis. The city's governance model is under development to meet increased demands for effective management and needs to be designed to reflect politics and provide additional impact. Once the governance model is in place, your role will include monitoring, evaluating, and ensuring its compliance. As part of the city's annual budget process, you will support the political level in implementing the governance model with content that guides the organization in the desired direction. You will also work to manage and support the boards with their operational planning and monitoring within goals, assignments, key performance indicators, and quality linked to the city's annual reporting cycle. You will consolidate and analyze the boards' documentation as a basis for the city's comprehensive operational monitoring in interim reports and annual accounts. The role also includes driving the development of the tools used to support this work. You will work closely with system specialists in the city's operational systems for decision support, planning, monitoring, analysis, and reporting. Solna Municipality uses Stratsys and Qlik. We are looking for someone with Relevant academic education in, for example, political science, economics, social sciences, public administration, or other education that the employer deems equivalent Experience working strategically with governance models Multiple years of experience with operational governance and operational governance systems in the public sector Good ability to express yourself in speech and writing in Swedish To thrive and succeed in this role, you need to be development-oriented and driven by improving work methods and processes.
