The Authority Operations division is responsible for administrative authority within social services and consists of seven units, one of which is the administrative unit. The unit is responsible for, among other things, contract administration for the purchase of services from other entities, fee handling, orders, invoice management, mail handling, and social services reception. The unit consists of approximately nine employees who work closely together both within the unit and with the rest of the operations. We support each other and you are expected, if needed, to contribute to reception work and invoice handling. 1 position(s). WORK TASKS The specialized LINK assignment is a new role for us, involving an enhanced focus on contract issues related to purchasing care and elderly care placements. Since the role is new, you will have the opportunity to shape and develop the approach based on the operations' needs. You will contribute to quality assuring and developing the procurement of purchased placements within Lerum Municipality's social services. • You are responsible for reviewing and establishing contracts for the operations' purchased placements and ensuring that accompanying documentation is quality assured. • You systematically follow up on and improve how the operations work with contract management and its financial effects. • You are responsible for developing and monitoring procedures within your assignment area. • You serve as support to other operations on contract and procurement matters and conduct training initiatives. • Your role includes supporting contract negotiations and, when needed, participating in supplier contacts. • You will also be part of the Gothenburg region's network for local procurement coordinators. QUALIFICATIONS We are looking for someone with post-secondary education in administration, law, or procurement, as well as experience with contract matters and invoice handling. You speak and write Swedish fluently, have a good ability to understand legal texts, and have good knowledge of Excel and the Office package. We would appreciate if you have experience with public procurement, contract drafting, and contract interpretation. You should also have good knowledge of social services legislation, such as SoL, LSS, HSL, OSL, and LOU, preferably with a focus on social law. You have a good ability to understand and follow up on financial processes. The role requires independence and the ability to drive improvement work for quality-assured contract management. You are curious, learn quickly, and want to develop tools, methods, and working approaches. To thrive in this role, you need to be able to plan and structure your work, independently drive processes forward, and identify the core of problems and propose solutions. You also have a good ability to absorb information, remember details, and see connections in complex information. The role requires good social competence and the ability to actively contribute to initiating and maintaining good collaborative relationships to achieve common goals. You will conduct training initiatives and develop informational materials, which requires good pedagogical and communication skills, both verbally and in writing. Since the role is new, you need to be able to handle that it is still being shaped. You also need to be comfortable working independently, as there is no other equivalent role in the municipality. Great emphasis will be placed on personal suitability. Interviews will be held on an ongoing basis. Employment form: Fixed-term employment.
