Norrtälje Municipality is now seeking a civil defense coordinator who wants to contribute to developing and strengthening the municipality's ability to manage crises and elevated readiness. With us, you will have a key role in developing the municipality's civil defense. You will work strategically, coordinatively, and developmentally together with engaged colleagues in the Safety and Security unit with a particular focus on civil defense. The Assignment You will manage established routines while also launching new initiatives within our complex operations: - Operation and planning of the municipality's civil defense work - Develop the unit's processes – improve and streamline work methods and workflows from decision to follow-up - Development and implementation of guidelines, directives, and policies - Overall work regarding the municipal group's insurance matters - Work with security protection - Participation in municipal-wide networks to strengthen civil defense capacity - Collaborate on civil defense with the municipality's operations, external actors (for example Region Stockholm, the County Administrative Board, the Armed Forces, and the Police) as well as the business sector and civil society Challenges and Opportunities The civil defense sector is in an intensive development phase and society's demands for crisis and war preparedness are constantly increasing. This makes the work both prioritized and complex. The role requires that you have good insight into how society functions and how we best use our resources in the present and future to resist and handle needs in crises and wars. You need to be able to understand various subject areas and contribute to building a strong and sustainable civil defense. What You Need to Bring We place great emphasis on your personal qualities and are seeking someone who: - Is analytical, structured, and driven by finding solutions and improvements. - Collaborates well with others on complicated matters and communicates clearly in both speech and writing. - Has experience or good knowledge of civil defense, preparedness, security, or information security. - Is familiar with public administration and understands how political decisions become reality in operations. - Is calm, stable, and factual even when stress or challenges increase. Requirements: - Academic degree in political science, law, public administration, or another relevant field – or equivalent experience that we consider equivalent - Documented knowledge in one of the areas: crisis preparedness, civil defense, security protection, or signals protection - Documented experience writing investigations, official memoranda, and governing documents Meritorious: - Professional background in preparedness work in a municipality or preparedness authority. - Experience with operations development, process management, and implementation work in public administration - Experience with continuity management - Experience with insurance work - Experience with information and IT security - Experience with security protection - Experience with signals protection - Experience with staff work Employment Form, Scope, and Start Date Employment Form: Permanent employment. The position is placed in a security classification and requires approved security clearance. A six-month probationary period may be applied.
