JOB RESPONSIBILITIES As chief of security, also security protection chief, you have overall responsibility for leading, coordinating, developing and monitoring the municipality's work in security, security protection, crisis preparedness, civil defense and information security. You also play a central role in the municipality's crime prevention and safety creation work. You are head of the security department and responsible for operations, personnel and budget. The department is a strategic and cross-municipal function under the municipal executive board. You report to the municipal director and are part of the municipal director's management group. The assignment includes, among other things: • lead, develop and monitor the security department's operations • ensure that the municipality has appropriate governing documents, plans, risk and vulnerability analyses and structures for systematic security and preparedness work • support the municipality's departments and companies in their security work • initiate and develop cooperation and common working methods within the municipal group • develop the municipality's cooperation with Räddningstjänsten Sydost (RTSO) • be responsible for overall training and exercise initiatives in the security and preparedness area • follow developments in the field and ensure that the municipality meets current requirements and changed conditions • cooperate with external actors and represent the municipality in relevant networks together with, among others, authorities, business, region and other municipalities • provide qualified decision-making materials and present matters for municipal management and political bodies. The role requires you to be able to switch between long-term strategic development and handling of current and operational matters. In case of serious or extraordinary events, you may need to be available outside regular working hours. QUALIFICATIONS We are looking for someone who has: • academic education in an area that the employer deems relevant, or other education and experience deemed equivalent • experience as a manager with responsibility for operations, personnel and budget • experience in operations management, change and development work • experience of trade union cooperation and work according to the Co-Determination in the Workplace Act • understanding of work in a politically governed organization and ability to implement political decisions in practical operations • experience of cooperation with public activities, authorities or other societal actors • B driver's license. It is a merit if you have experience in one or more of the following areas: • security protection • signal protection • security coordination • information security • crisis preparedness and civil defense • personal protection • crime prevention and safety creation work • lead cross-municipal processes or work in a larger and complex organization.
