Lead Investment Expert / Strategic Partnerships Manager External Financing Attraction Department Riga City Municipality Central Administration invites applications for a Lead Investment Expert who will develop partnerships with the private sector, academic community, and other partners, and will help attract funding for Riga's development projects. The External Financing Attraction Department's mission is to promote financing attraction for municipal investment projects, including strengthening municipal capacity in public-private partnerships. You will be responsible for: promoting external financing opportunities for municipal development projects; coordinating strategic partnership development with entrepreneurs, investors, and research institutions; building public-private partnerships for investment project implementation; preparing proposals for partnership financing and management solutions; analyzing international experience in investment, innovation, and collaboration. We expect: higher education in economics, business management, public administration, international relations, law, or a related field; at least 3 years of professional experience working with investment projects, partnership development, or financial analysis; understanding of public and private sector collaboration principles; understanding of investment project development and financing; experience coordinating inter-institutional or cross-sector collaboration; very strong analytical and communication skills; ability to build relationships with various stakeholders and drive collaboration initiatives; excellent Latvian language proficiency and English language proficiency at least at B2 level; ability to prepare analytical materials, presentations, and proposals for management.
