About the Swedish Prison and Probation Service The Swedish Prison and Probation Service is growing – we are building new facilities, renovating, and expanding, and we are now seeking additional staff members. Our most important goal is to reduce recidivism – to break the vicious cycle. If we succeed, society becomes safer and more secure for everyone. We are the authority responsible for prisons, probation services, remand facilities, and inmate transportation. A new operational area VO Tartu will be established with a new operational facility named A Tartu. The operational area will be assigned to the Stockholm region from 2027-01-01 when the project Prison Places Abroad, tasked with preparing and implementing operations in Tartu, concludes. Grounds for the Decision Parliament decided on June 3 to approve the agreement between Sweden and Estonia that makes it possible to execute Swedish prison sentences in Estonia. In order to continue the process and necessary system development in connection with commissioning, a decision regarding a new operational facility and assignment of operational area and region is necessary. Sweden will lease prison places with capacity to receive up to 600 inmates. Operations are conducted in the Estonian prison Tartu in eastern Estonia. Staffing and operations of the facility are handled according to the agreement by the Estonian Prison and Probation Service. Operations are responsible for supporting the Estonian Prison and Probation Service for equivalent and lawful implementation, including education and treatment programs in Swedish, supervision, coordination and cooperation with Estonian staff. The assignment also includes administration and support to the Estonian Prison and Probation Service. Swedish staff is required to be permanently present in Estonia for this. We are now seeking a Facility Manager for the prison in Tartu. Job Description As Facility Manager in Tartu, you contribute to achieving the goals of the government assignment. You report directly to the Regional Director. Your assignment involves building well-functioning cooperation with the prison director and Estonian staff. You lead and develop the Swedish operations in Tartu and provide support to your colleagues in daily work in Estonia. Cooperation occurs with the Estonian Ministry of Justice and Digitalization. You are responsible for supervising and monitoring Estonian operations to ensure they are conducted in accordance with regulations and agreements, and for developing work to meet objectives. As Facility Manager, you are the contact person between the Swedish Prison and Probation Service and the Estonian Prison and Probation Service in daily operations and continuously contribute to a good situational picture in the authority regarding operations and the prison situation. You handle media inquiries on practical matters concerning Swedish operations in the prison. The assignment includes personnel, budget, and work environment responsibility for up to six case managers at full capacity. Through trust-based leadership, you create good conditions to equip clients to lead lives without crime and drugs, what we call Better Out. We therefore place great emphasis on the ability to analyze, follow up on, and break down assignments and information. We are looking for someone who has: • Academic education or other post-secondary education, for example in criminology, social/behavioral sciences, law, security, or health care, in combination with experience the employer deems relevant for the assignment • Well-documented, several years of management experience in the Swedish Prison and Probation Service's prison operations • Experience in driving change processes with good results • Experience and excellent ability to cooperate both internally and externally • Good knowledge of Swedish and English (in professional contexts regarding corrections) in speech and writing • Category B driving license It is also an advantage to have: • Documented leadership training, within the Swedish Prison and Probation Service or other executive development program • Experience with cross-functional work at the national level within the Swedish Prison and Probation Service in matters such as law, prisons, operational content, IT, HR, or security • Experience with follow-up, quality assurance, and reporting • Experience with international cooperation • Experience representing operations in mass media • Good knowledge of the Swedish Prison and Probation Service's national processes for management and follow-up, decision-making and preparation, as well as personnel and inmate matters • Good knowledge of the overarching conditions (regulations, budget, employer policy, etc.) regarding state operations.
