The HR department is located in the City Hall in central Norrköping and has a central role in the municipality's development. The HR function is led by the HR Director and consists of four HR Managers and three employees who report directly to the HR Director. The HR Director is part of the Municipal Director's management team and thus has a municipality-wide mandate. This means that the HR Director, together with other directors, is responsible for the municipality's overall development and works from a clear corporate perspective. Your responsibilities As HR Director, you will have a key role in shaping the future of Norrköping Municipality. You are responsible for leading, developing, and future-proofing the municipality's strategic HR work and ensuring that HR is a driving force in the municipality's development, competence supply, and long-term goal achievement. You lead the municipality's overall HR operations and have overall responsibility for developing both the organization and its leadership. Together with your team, you drive the work of strengthening Norrköping Municipality's attractiveness as an employer, developing employer policy, and creating conditions for sustainable competence supply. In the role, you lead important development and change initiatives focused on modern HR processes, digitalization, and operational development. Through analysis, follow-up, and a clear strategic focus, you ensure that initiatives and investments create long-term value for the municipality. You are a close and qualified support to the municipality's directors and managers on strategic HR issues. By challenging, coaching, and guiding, you contribute to developing leadership, organization, and operations throughout the municipality. As a member of the Municipal Director's management team, you have a municipality-wide responsibility and help shape the direction for Norrköping's continued development. You contribute with a holistic perspective where people, operations, economics, and societal mission work together to create the best possible results for residents. The assignment also includes working closely with the political leadership, the Personnel Committee, and trade union organizations. You represent the municipality in both regional and national networks and collaborations and are an important ambassador for Norrköping Municipality as an employer. We are looking for you—a strategic and engaging HR leader who is driven by developing both people and organizations. You thrive in a role where you can combine a long-term perspective with the ability to turn visions into concrete operational development and sustainable results. You have an academic degree in HR, personnel science, law, economics, or another field deemed equivalent. In addition, you have several years of experience leading strategic HR work at a high level in a larger organization. You have successfully led managers and management teams through change and development and are accustomed to creating results in organizations with many perspectives and interests. We see that you have solid knowledge within strategic HR, labor law, occupational environment, competence supply, and employer issues. You feel confident in negotiations and collaboration with trade union organizations and have experience being qualified support to senior leadership on business-critical issues. You also have an understanding of how HR, together with economics, digitalization, and operational development, contributes to the organization's overall goals. As a leader, you are confident, clear, and trustworthy. You create engagement by involving, listening, and providing direction. At the same time, you dare to make decisions, prioritize, and stick to a strategic course even when circumstances change. You have a strong holistic perspective and the ability to see connections between operations, people, and societal mission. With good self-awareness and high integrity, you build long-term relationships and create collaboration across organizational boundaries. Through your leadership, you contribute to a culture characterized by trust, development, and shared responsibility. It is a merit if you have experience from politically governed operations.
