As County Governor in Västerbotten, you'll have one of Sweden's most significant executive positions within the public sector. As County Governor, you are the agency's senior official and the closest collaborator to the Landshövding (County Governor Chief), who is the County Administrative Board's chief executive. At the Landshövding's direction, you have overall responsibility for the internal, operational activities of an organization that operates at the intersection of state, region, municipalities, business, and civil society. The Role You will take on one of the most influential leadership positions within Swedish state administration. You work under the chief executive and are a key player in the county's development. You drive daily operations forward and lead the agency's management meetings to coordinate and develop the future County Administrative Board together with unit heads. You also have responsibility for driving collaboration nationally with other county governors and central authorities. Your Areas of Responsibility - Lead, develop, and monitor the agency's operational activities under the Landshövding's direction. - Lead the agency's management meetings and continue strengthening a modern and coordinated administrative culture. - Drive strategic development and change initiatives based on government and parliamentary guidance. - Represent the agency and build long-term relationships in various contexts. - Strengthen work in crisis preparedness, civil defense, and total defense. What You Should Know You report to the Landshövding, who is the chief executive and leads the agency's management group, of which you are a member. The position is based in Umeå and involves regular travel within the county and nationally. The position involves a five-year executive appointment with a permanent employment contract as the foundation. Your Qualifications We're looking for a mature, confident, and attentive leader with strong integrity. You are motivated by development work and have a pronounced ability to translate strategic visions into practical structures and well-functioning processes. We place great importance on personal qualities. We want you to have: - Academic education in relevant fields or equivalent. - Solid experience in public administration. - Documented good experience leading managers and complex organizations. - Experience successfully leading, structuring, and implementing extensive change and development initiatives. - Ability to apply clear systems thinking to see the whole picture, identify synergies, and optimize resources across organizational boundaries. - Very good communicative and relationship-building skills, even under demanding conditions. We consider it meritorious if you have: - Experience successfully leading and driving implementation of new digital tools and changed working methods that strengthen and improve operations. About Västerbotten County Administrative Board Västerbotten County Administrative Board is a knowledge-based agency. Through a holistic perspective with commitment to collaboration and the individual resident, we enable sustainable development throughout the county. The County Administrative Board is a regional crisis management and total defense agency. In case of a societal crisis or heightened alert, you may therefore work on tasks other than those you are normally employed for. Permanent employees at the agency are part of the County Administrative Board's crisis and war organization and will, in most cases, be war-placed at the agency. About 300 employees work with us in approximately 80 different professional roles.
