The Preschool Administration is a young agency with extensive collective knowledge and expertise that builds the future. Tens of thousands of children attend Stockholm's preschools. Their daily lives and their future are our mission. We work for the best possible preschool and therefore maintain contact with everyone operating preschools in Stockholm's eleven district areas – whether they are municipally run or operated independently. We currently have just over 80 employees working in many different expert areas such as supervision and licensing, law, economics, and development in all areas of preschool operations. Welcome to us You will work in the Authority Division, which is one of the Preschool Administration's four divisions. The Authority Division consists of two units, Unit 1 and Unit 2, both of which work with approval and supervision of independent preschools and pedagogical care in independent operations. Both in licensing and supervision reviews, we examine whether the applicant/operator meets the School Act's requirements regarding understanding of applicable regulations, suitability, and financial conditions. The unit also handles payments of supplementary amounts to independent preschools. The work is conducted cross-professionally and the division employs, among others, lawyers, educators, economists, and political scientists. Together we work to ensure that private operators running preschools or pedagogical care in Stockholm meet applicable requirements and have the conditions to conduct operations of good quality. Through our combined expertise, we contribute to lawful and qualitative authority exercise with the child's best interests in focus. The work assignments are broad-ranging and concern all legal matters related to licensing and supervision of independent preschools and pedagogical care. Questions regarding the home municipality's responsibility such as supplementary amounts as well as queuing and placement may also be included. The work includes investigations where legal methodological expertise is needed within the framework of licensing and supervision with a focus on the operator's conditions according to the School Act. When necessary, you will also write advisory opinions, handle release of documents and confidentiality assessments, and investigate and quality assure complaints and complaint handling. Within the division there is close collaboration between lawyers to contribute to quality and consistency in the division's legal assessments. In this role, quality assurance within the division's areas of work will be included, but decision-making (which has been delegated) may also become relevant. Your competence and experience We are looking for someone who has: A law degree (jur. kand. or juristexamen) Current experience working with investigations and assessments in public sector activities Very good language skills to communicate in Swedish, both orally and in writing. It is meritorious if you have: Experience from work within municipal activities Experience working with school law and/or children's rights and/or the Public Access to Information and Secrecy Act Experience in administrative procedure and/or municipal law Experience regarding approval of regulated activities Experience in financial review/background checks of individuals/legal entities Experience writing decisions, advisory opinions, or various types of official statements Experience as a decision-maker under delegation and/or quality assurance of others' decisions Digital proficiency regarding use of, for example, the Office package We are looking for someone who wants to contribute to ensuring that all children in Stockholm are offered preschool and pedagogical care of good quality. You want to contribute to ensuring that only serious operators conduct education within the city. In a politically governed organization, it is required that you understand the agency's mission and framework. You also have the ability to adapt to changing circumstances and see the opportunities in change. Your communication skills are a strength, both orally and in writing. You have the ability to formulate clear texts and reports with decision proposals and to assess and quality assure others' material. You further have high integrity, are thorough, and have good analytical ability. You work in a structured manner and have the ability to plan, organize, and prioritize your work efficiently and to set and keep timelines. You enjoy handling several processes and tasks in parallel and can prioritize between different matters when conditions change. You are comfortable navigating situations where there is not always a clear structure or a given way of working and have the ability to create structure yourself, make assessments, and drive the work forward.
