Interim Chief for the Learning Department – Hudiksvall Scope: Full-time Work Location: Hudiksvall Assignment Start: October 15, 2026 Assignment Period: Through April 30, 2027 Application Deadline: September 30, 2026 About the Assignment Selecta Recruitment is seeking an experienced interim chief for a qualified management assignment within the Learning Department in Hudiksvall Municipality. The assignment involves leading the department's consolidated operations during a transition period until a permanent department manager is in place. As interim chief, you will have overall responsibility for a broad educational operation that includes preschool, primary school, adapted primary school, upper secondary school, adapted upper secondary school, and adult education. The role entails a strategic and operational-wide responsibility for leadership, coordination, development, governance, and follow-up. You will lead operations through other managers and serve in the municipality's management group. Work is conducted in close cooperation with the learning board, its chairperson, the municipality's other operations, and managers and other key functions within the department. Primary Responsibilities As interim chief, you will, among other things: Have overall responsibility for the Learning Department's operations, finances, and personnel. Lead, coordinate, and develop the municipality's educational operations from preschool to adult education. Manage operations through subordinate managers and create conditions for effective and well-functioning leadership. Work closely with the learning board and its chairperson. Ensure that political decisions are implemented and translated into operations. Ensure that operations are conducted within approved financial frameworks and that set goals are met. Drive the development of the municipality's school organization. Promote innovation, collaboration, commitment, and a good work environment. Develop systematic quality work and ensure high quality and goal fulfillment. Ensure that development work and decisions are based on research, analyses, and operational results. Work strategically to contribute to higher education levels and improved school results. Ensure that operations are conducted in accordance with national policy documents, municipal council goals, and learning board decisions. Have financial responsibility for the department's budget, results, and resource use. The best interests of children, students, and learners should be the consistent focus for operational development and priorities. Qualifications To be a candidate for this assignment, you should have: An academic degree of at least 180 higher education credits within the social sciences field, for example political science, public administration, law, economics, personnel science/HR, organization and leadership, or other education deemed equivalent. Documented experience as a manager with collective responsibility for operations, finances, and personnel. Documented experience with management or leadership assignments within the municipal sector. At least five years of experience as an overall manager within the municipal sector, for example from department management assignments or equivalent. Ability to lead extensive operations through other managers. Good understanding of the conditions for working in a politically governed organization. Reference Requirements The assignment requires at least two references from previous assignments as an overall manager within the municipal sector. References must consist of: At least one civil servant. At least one elected official. You have a strategic perspective but are also action-oriented and experienced in translating political goals and decisions into concrete priorities and results. To succeed in the role, you need to be communicative, collaboration-oriented, and comfortable leading through other managers. You build trust in the organization and have the ability to establish good relationships with both employees and managers as well as political leadership and other stakeholders. About the Assignment The assignment is planned to start October 15, 2026 and run through April 30, 2027. There may be opportunities for extension or expansion of the assignment.
