Candidates who have not previously served in agencies under the Ministry of Interior system or in the Prison Administration will be required to complete professional development training through a 3-month course in Riga at the State Police College. Main job responsibilities: · Upon establishing grounds and basis for initiating criminal proceedings, immediately begin criminal proceedings to detect criminal offenses in the territory served by the State Police regional office district and conduct necessary pre-trial investigation independently or as part of an investigation team until the person subject to criminal liability is identified and sufficient evidence is obtained to initiate criminal prosecution; · Independently or as a member of an investigation team, investigate criminal cases received from the direct supervisor; · Timely make decisions to refuse to initiate criminal proceedings if circumstances precluding criminal proceedings exist; · Perform investigation organizational, planning and record-keeping work; · Execute instructions from the direct supervisor and supervising prosecutor in pending criminal cases to ensure criminal proceedings are conducted purposefully and without unjustified delay; · Make decisions in criminal cases regarding investigation direction and investigation conduct, except in cases requiring a court order or prosecutor's consent; · Ensure the legality of decisions made and timely conduct of investigation activities; · Independently consider submissions, complaints and requests in compliance with regulatory requirements. Requirements for candidates: · Compliance with requirements established in Articles 4 and 7 of the Law on Officials with Special Service Status for agencies of the Ministry of Interior system and the Prison Administration; · First-level professional higher education (legal sciences, civil and military defense, business and administration, social and human sciences, computer science); · State (Latvian) language proficiency - highest level C; · Category B driving license; · Activated secure electronic signature.
