Candidates who have not previously served in institutions of the Ministry of Interior system or the Prison Administration will be required to complete professional training courses lasting 3 months in Riga at the State Police College, concluding on November 23, 2026!
Main Duties:
· Upon the existence of grounds and basis for initiating a criminal proceeding, immediately initiate criminal proceedings for the detection of criminal offenses committed in the territory served by the State Police region directorate district, and conduct the necessary pretrial investigation independently or as part of an investigation group until the person subject to criminal liability is identified and sufficient evidence is obtained to initiate criminal prosecution;
· Independently or as a member of an investigation group investigate criminal proceedings received from a direct supervisor;
· Timely make a decision to refuse to initiate criminal proceedings if circumstances precluding criminal proceedings exist;
· Conduct investigative organizational, planning, and record-keeping work;
· Execute instructions from a direct supervisor and supervising prosecutor in pending criminal proceedings to ensure that criminal proceedings are conducted purposefully and without unjustified delays;
· Make decisions in criminal proceedings regarding investigation direction and investigation conduct, except in cases requiring a court decision or prosecutor approval;
· Ensure the legality of decisions made and timely conduct of investigation activities;
· Independently review submissions, complaints, and requests in compliance with regulatory requirements.
Requirements for Candidates:
· Compliance with the requirements set out in Articles 4 and 7 of the Law on the Service of Officials of the Ministry of Interior System Institutions and the Prison Administration;
· First-level professional higher education (law, civil and military defense, business and administration, social and human sciences, computer science);
· State (Latvian) language proficiency – highest level C;
· Category B driver's license;
· Activated secure electronic signature.
