We are seeking an engaged and experienced Procurement Manager who wants to contribute to developing our procurement work and creating value for our operations. As a Procurement Manager, you work closely with the operations and become an important collaboration partner in matters relating to procurement, purchasing, and development. JOB DUTIES About the Position As a procurement manager, you are an important collaboration partner for the municipality's and companies' operations. With knowledge of public procurement and a solution-oriented approach, you contribute to good business outcomes within the framework of legislation, agreements, and the municipality's objectives. You work both operationally and strategically with purchasing procedures, category management, and development of the municipal group's procurement work. The role involves no personnel responsibility, but you take active leadership by driving development, creating alignment, and collaborating closely with the operations. You contribute to engagement in procurement matters and efficient, sustainable use of the municipality's resources. You are part of a team with procurement managers, purchasing specialists, and e-commerce coordinators/business developers. The Finance Director has overall responsibility, while you independently plan, prioritize, and drive the procurement and purchasing work forward. Job Duties As a Procurement Manager, you will, among other things: • Plan, conduct, and follow up on purchasing procedures • Drive and lead category projects together with operations and companies. • Provide qualified support to operations in procurement and purchasing matters and help them find business-minded and sustainable solutions within the framework of applicable legislation and agreements. • Coordinate and develop procurement processes and working methods. • Contribute to strengthening the organization's strategic procurement work. • Build and maintain good relationships with operations and suppliers. • Monitor the external environment and identify development opportunities within the procurement field. • Ensure that the municipal group's procurement is conducted in accordance with the Public Procurement Act, internal guidelines, and applicable agreements while meeting the operations' needs in the best possible way. QUALIFICATIONS We are looking for someone who: • Has post-secondary education in procurement, purchasing, economics, law, or other education that the employer deems equivalent. • Has experience with strategic and operational procurement work. • Has experience conducting purchasing procedures. • Has experience driving projects, development work, or other complex processes. • Has good ability to express yourself in speech and writing in Swedish. • Has good knowledge of digital tools and administrative systems. It is meritorious if you: • Have experience from the public sector. • Have knowledge of the Public Procurement Act (LOU). • Have experience with category management or strategic procurement work. • Have worked in a coordinating or leading role. You are confident, clear, and relationship-building with good collaboration skills. You understand both the operations' needs and the regulations surrounding public procurement. With a solution-oriented approach, you help the operations find ways forward that comply with the Public Procurement Act, applicable agreements, and good business practice.
