State Border Guard College Information and Communications Department Head Key Job Responsibilities: Organize, manage, and supervise the work and task completion of the Information and Communications Department and subordinate personnel at the State Border Guard College; Organize the development and implementation of IT strategy at the State Border Guard College; Organize necessary financial and material resource planning and prepare requests in the field of information and communications technology, communications, and technical systems, including preparation of both the division's budget draft and, within the scope of competence, the institution's budget draft; Submit suggestions and proposals to VRK leadership in a timely manner regarding improvements to information and communications technology, communications, and technical systems, and organize their implementation; Organize supervision and monitor compliance of contracts concluded in the field of information and communications technology, communications, and technical systems; Prepare draft administrative documents and regulatory acts in the field of information and communications technology, communications, and technical systems; Ensure VRK personnel access to centralized databases; Control compliance with procedures for receipt, storage, and write-off of VRK ISN material assets; Organize inventory management of VRK computer equipment and software; Organize improvements to the VRK website and regular information updates; Organize provision of audio-visual equipment for VRK events; Provide practical assistance to VRK personnel in resolving emerging problems in the field of information and communications technology, communications, and technical systems; Organize monitoring of compliance with VRK information, communications, and technical systems operational regulations; Carry out other orders and tasks assigned by direct and senior supervisors; Organize and maintain cooperation with the Ministry of Interior structural units and other state institutions on issues related to information and communications technology, communications, and technical systems; Comply with the requirements of the Ministry of Interior, State Border Guard, and VRK internal regulatory acts, and be able to apply and use regulatory acts related to duty performance. Requirements for Candidates: - Academic (bachelor's degree) or second-level professional higher education in engineering sciences and technology or computer science. Professional or academic education (master's degree) in computer science is desirable. - At least 2 years of work experience in the State Border Guard in the field of information and communications technology and experience in a head/manager position in a department (center) responsible for maintaining information technology, communications, and technical systems in the institution. - Knowledge of information technology, communications systems, and technical systems; - English language proficiency – at least B1 level for performing professional duties; - Experience with preparation of regulatory act drafts and document circulation. - Planning and organizational skills; - Ability to make decisions and take responsibility; - Team management skills; - Employee motivation and development skills; - Result achievement skills; - Awareness of organizational values; - Communication skills; - Category B driver's license. Salary for the position from EUR 1479 to 2101 before tax payment (in accordance with the institution's established remuneration system and procedures). Candidates should apply by September 30, 2026.
