Jūrmala City Administration announces an open competition for a vacant civil servant position HEAD OF DIGITAL SOLUTIONS DEVELOPMENT DEPARTMENT, INFORMATION AND COMMUNICATIONS TECHNOLOGY DIRECTORATE (for an indefinite period) MAIN JOB DUTIES: Lead the Digital Solutions Development Department, organizing, coordinating and controlling its work and ensuring the fulfillment of tasks assigned to the department; Participate in shaping and implementing the municipality's digital development and transformation, converting strategic goals into concrete solutions; Follow digital sector development trends and best practices, identify opportunities and encourage the introduction of innovative technological solutions; Lead projects important to the municipality in digital solutions development and implementation – from idea and requirement definition to implementation and results evaluation; Improve the municipality's IT service management by systematizing available services and evaluating opportunities to provide them through outsourcing; Develop proposals for IT service delivery models that help use resources more efficiently, improve service quality and ensure their continuity, while maintaining flexibility and manageable risk levels. REQUIREMENTS: Higher education in information technology, project management, management sciences or another field related to job duties; Experience in IT, digital development or information systems project management; Leadership skills - ability to lead a team, delegate tasks, set priorities, and motivate employees; Communication skills - ability to convey information clearly, present views, promote cooperation and resolve conflicts; Sense of responsibility and ability to make decisions, ability to act operatively and take responsibility for work results; Strategic thinking - ability to analyze situations and plan digital transformation long-term; Analytical skills - ability to evaluate information, identify problems and propose solutions; Ability to initiate and lead change; Interest in technology development and willingness to use digital opportunities to improve municipal work and services.
