announces an open competition for a vacant position –
Head of Project Management and Information Technology Department
(civil servant position for an indefinite period)
Position Objective: To implement strategic planning, supervision, and execution of the Agency's information systems development and maintenance projects, ensure IT resource management and development, and promote the Agency's digital advancement.

Key Responsibilities:
lead and organize the department's work, develop and update the Agency's IT and information systems development strategy;
plan, coordinate, and manage IT and information systems development projects, solution implementation, and maintenance;
ensure continuity and security of information systems and ICT infrastructure operations;
organize the development and updating of processes, procedures, and documentation related to the department's activities;
motivate, develop, and manage department employees;
represent the Agency's position at Latvian and international organizational meetings as delegated by the Agency.
Requirements for Candidates:
compliance with the requirements of Article 7 of the State Civil Service Law;
higher education (preferably a master's degree) in Information Technology, Computer Science, Information Systems Management, or Engineering;
at least 3 years of experience in managing IT and information systems projects;
preferred practical work experience in a management position;
knowledge of IT and IS infrastructure management, project management, budget and resource planning;
understanding of information systems architecture, lifecycle management, data centers, and cloud services;
knowledge of IT process management standards and best practices (ISO/IEC 27001, ITIL);
knowledge in the field of public procurement related to IT and IS management;
language proficiency: Latvian – advanced level 1st degree (C1), English – intermediate level 1st degree (B1) - for verbal and written communication with international partners;
computer skills – proficiency with MS Word, MS Excel, MS PowerPoint, ability to work with information systems and databases
