Lapplands Kommunalförbund is a collaboration between the municipalities of Kiruna, Gällivare, Jokkmokk and Pajala. The federation is responsible for important societal functions within upper secondary education, adult education, energy and climate advisory services, procurement and personal advocates. Within the federation, approximately 350 employees work together to create value for both individuals and society.
Our federation office is decentralized, which gives you flexibility to be stationed in Kiruna, Gällivare, Jokkmokk or Pajala.

JOB RESPONSIBILITIES
Our current HR strategist at Lapplands kommunalförbund will change employer in the near future and we are looking for a new employee and colleague to our organization.
Together with the federation director, upper secondary education director and adult education director, you will work with strategic guidelines for the federation's HR efforts. As an HR strategist, you work closely with the federation's managers and are our contact point towards the member municipalities' HR departments. You and our HR consultant together make up the federation's HR function. The job responsibilities further include responsibility for union contacts, MBL procedures and collaboration. You also work with administrative tasks and investigations. You will have the opportunity to discuss with the federation director and HR consultant to influence the focus and direction of the position.
QUALIFICATIONS
University degree in PA/HR and experience with independent work on HR matters or other adequate education/experience that the employer deems sufficient.
We require good communication skills both verbally and in writing. Great importance will be placed on personal qualities and abilities. You have good collaboration skills and find it easy to create and maintain good relationships. You have the ability to take your own initiative for change and development and can create commitment for your areas. As an HR strategist, it is important that you have a strategic perspective, see the big picture, think long-term and have analytical ability.
Experience working in politically governed organizations is a merit.
Valid driver's license (category B) is required.
Employment type: Permanent employment.
Duration: Permanent, start date: 2026-11-02 or by agreement.
