Regional Development Do you want a central role in leading and governing regional development and be part of developing HR work in an organization with a strong public mission? As HR Manager for Regional Development, you are a strategic, tactical, and to some extent operational leader responsible for driving and developing HR work. You work closely with the Regional Development Director, key functions in the organization, and HR staff members. The Role of HR Manager As HR Manager, you are responsible for implementing Region Jönköping County's employer policy, HR strategies, and common working methods to suit Regional Development's conditions and needs. At the same time, you contribute with the organization's perspective to the county's shared HR work. You report to the Director of Regional Development and are part of Regional Development's management team and leadership group. There you are a strategic partner to the director and other managers, contributing the HR perspective to business planning, organizational issues, change work, and strategic decisions. A central part of the assignment is collaboration with union partners within the framework of the Co-determination in the Workplace Act and the Work Environment Act. You lead and participate in negotiations and collaboration meetings and contribute to a positive collaboration climate. The role involves an employer perspective and responsibility for uniform, professional, and lawful handling of employer matters. You balance the organization's needs, the employee perspective, and the employer's responsibilities in a politically governed organization. You lead the HR function's work, create clarity in assignments and priorities, and develop HR staff members. You ensure qualified, organization-focused, and professional support to the organization's managers. You will work with: • strategic competence planning, from recruitment to succession and competence development • supporting managers in leadership, change management, and organizational development • work environment, employment law, and collective agreement matters • strengthening the employee perspective in Regional Development's planning, governance, and follow-up • collaboration with employee organizations and development of the collaboration climate • leading, developing, and following up on the HR function's work • competence supply, employer brand, leadership, organizational culture, and sustainable working life • supporting and challenging managers in complex employer, organizational, and change matters • developing organization, working methods, and structures based on the organization's future needs • analysis of HR key figures and translating data into priorities and measures • ensuring that HR processes comply with legislation, collective agreements, guidelines, and decisions • systematic work environment management and organizational conditions for engagement, health, and sustainable performance • monitoring the external environment within HR, labor market, and competence supply. • You represent Regional Development in Region Jönköping County's HR management and contribute to developing and coordinating HR strategies at the regional level. The assignment includes contributing to a cohesive employer perspective and balancing the organization's specific needs against the county's common strategies and priorities. Your Future Workplace Regional Development has a broad mandate. Here are the sections Cultural Development, Energy and Urban Development, and Innovation and Entrepreneurship, as well as Finance, Administration, and Management. This also includes Småland Music and Theater, JLT, Stora Segerstad Nature Management Center, Tenhults Nature Management Gymnasium, Sörängens Folk High School, and Värnamo Folk High School. As HR Manager, you work closely with all of these diverse operations. This gives you a varied assignment with different competencies and needs, where you contribute the HR perspective to the organizations' continued development. Your Profile We are looking for someone with a relevant academic degree in HR, Personnel Science, Organization, or equivalent. You have at least five years of experience in qualified HR work, including at least three years in a leadership role. You have documented experience with personnel responsibility and leading and developing teams and employees. You have worked with strategic HR planning in a larger organization, change management, and as strategic HR support close to the management team and top leadership. You also have experience with union collaboration, negotiation, qualified employment law matters, and organizational development. Experience from a public organization or similar operation is desirable, and experience from a politically governed organization is an advantage. You have good knowledge of Swedish employment law, collective agreements, systematic work environment management, and the employer's responsibilities according to work environment legislation. You have a good understanding of strategic competence supply, organizational development, and change management, and can use analysis and key figures as a basis for strategic HR priorities. Understanding of public sector governance and decision-making processes is an advantage. As a person, you are stable, collaboration-oriented, and relationship-building. You have good leadership ability and a holistic perspective, are quality-conscious, and have strategic capability.
