About the workplace We meet the challenge with a broad range of adult education and employment initiatives – and we test new ways of working together with the business sector, other administrations, authorities and civil society. To succeed, we must dare, test new things and find smart solutions. We are approximately 400 colleagues in the administration, and our role is to give residents the right tools so they can take responsibility for their own development and livelihood. Employment is responsible for ensuring that all residents receiving financial assistance participate in full-time activities. The business is divided into two tracks: one focusing on strengthening and inclusive initiatives such as health promotion, social and language support, and one with a clear focus on work and studies through, for example, progression jobs, work training, matching, job tracks and initiatives for young people. The work is carried out in cross-functional teams where initiatives are tailored to the individual's needs to create the best possible path toward self-sufficiency. The Work-Related Activities Unit is responsible for planning, implementing and developing employment initiatives through progression jobs. The unit's mission is to create work-related environments where residents outside the labor market obtain an employment position to build work experience and develop competence. The employment positions include both education and coaching to enable the resident to take the next step toward work or studies. The focus is on progression and ensuring that each participant moves forward based on their own circumstances. Read more about Helsingborg and the employment administration at helsingborg.se Job responsibilities As a unit manager, your mission is to lead, allocate and coordinate the unit's work. You will have responsibility for three section managers and overall support functions. You are responsible for the unit's efficiency, productivity, quality and target achievement. The work includes ensuring that laws, guidelines and ethical principles are followed. As a unit manager, you act primarily as a tactical and strategic leader. You need to be able to see the unit's and the business's needs and balance this. And manage the complexity by looking at both the business's needs and the employees' wishes. Your work is largely based on leading through other managers, which means you need to be comfortable working with clear goals and systematic follow-up of results. Your leadership means you need to stay close to your employees and work based on trust. The new social services act, the activity requirement and upcoming reforms mean changed working methods for the employment administration. Therefore, you need to thrive in a development-oriented environment and be able to lead managers and employees through change. As a manager in Helsingborg City, you have full management responsibility and are an employer representative. This means you are responsible for operations, finances and personnel within your area of responsibility. Your management responsibility includes having knowledge of, carrying and communicating the city's vision and governing documents. Qualifications Academic degree (180 hp according to the new system) in behavioral science or another relevant area. Alternatively, other experience that the employer considers equivalent. You need to find it easy to use and learn digital systems. Be able to express yourself in Swedish, both orally and in writing. Meritorious Previous management experience. Experience leading other managers. Experience working with strategic issues as well as implementation of strategies in operations. Experience working with quality assurance and business development to ensure high standards and continuous improvement of services. Experience and knowledge of budgets with associated follow-up, forecasting and analysis work. Basic knowledge of labor law, laws and regulations governing working life including collective agreements, employment terms and occupational health and safety legislation.
