Active and visible cultural policy is conducted through cultural institutions, independent cultural practitioners, and civil society engagement. The department's public activities include Helsingborg Library, Helsingborg Museum, Helsingborg School of Culture, Helsingborg Art Hall, and Dunkers Scenes. Together, they are supported by shared staff functions for communication, administration, finance, and HR. Cultural Development plays a central role in translating Helsingborg's cultural policy ambitions into concrete development. Through collaboration with cultural actors, civil society organizations, and other societal actors, the department works to strengthen cultural life and increase opportunities for more people to participate in and contribute to the city's cultural life. The Cultural Administration is seeking a manager who wants to lead and develop together with engaged and knowledgeable specialists. Responsibilities As Manager of Cultural Development, you'll lead a broad and strategic function within cultural activities in Helsingborg. The department consists of seven specialists who together are responsible for, among other things, BoostHbg, Film i Helsingborg, cultural development for children and youth, cultural and creative industries, public art, culture and health, place development, internationalization, and cultural support. The role also includes coordination of administration, case handling, advisory services, investigations, collaboration projects, and development initiatives. The role encompasses both strategic and operational work. You'll lead the department's development while contributing to ongoing work through coordination, case preparation, and implementation of development initiatives. You'll lead, support, and develop your colleagues and create shared direction based on Helsingborg city's cultural program. You report to the Director of Culture and are part of the department's management team, working closely with the department head on both strategic and development-oriented issues. You're responsible for the department's operations, personnel, work environment, and finances, and ensure that the assignment is conducted with high quality and in line with politically decided goals. Qualifications We're looking for someone who has: Academic education in culture, public administration, or another field that the employer deems equivalent Experience working in cultural activities in the public sector Experience in collaboration and development between different societal sectors Broad understanding of public cultural activities and good grounding in cultural policy objectives and governance Ability to handle conflicts and experience in team development Meritorious if you have: Management and/or leadership training Management or leadership experience Experience handling grants and/or exercising public authority Experience developing reports, letters, and statements Experience leading development and change work in complex organizations You are a confident and trust-building leader who builds commitment, clarity, and direction. You have good communication skills and develop relationships, collaborate, and drive issues forward.
