About the Operation Region Västernorrland is now seeking a Construction Project Manager for civil defense with responsibility for the region's work on protected spaces and other resilience-enhancing investments. Region Properties is responsible for the operation, maintenance, and development of the region's facilities, including hospitals and care facilities. Demands for preparedness, resilience, and civil defense are increasing, and we are now implementing several important initiatives to ensure that healthcare facilities can function even during serious disruptions, crises, and ultimately war. As a construction project manager, you will have a central role in planning, leading, and coordinating projects related to protected spaces, technical supply, backup systems, and other measures that strengthen the region's preparedness capacity. The role combines project management in construction and real estate with strategic development work in civil defense. With us, you will have a varied and socially important assignment where you work closely with both real estate operations, healthcare activities, and external authorities. You may be assigned to a wartime position in your role. This position is a permanent full-time employment with commencement as soon as agreed. Responsibilities Lead investments and construction projects related to protected spaces and civil defense Manage planning, implementation, and follow-up of resilience-enhancing measures within the region's facilities Coordinate projects related to backup power, technical supply, supply security, and sustainability Participate in the preparation of needs analyses, feasibility studies, decision-making documents, and investment plans Ensure that projects are implemented according to applicable laws, regulations, and authority requirements Collaborate with operations, consultants, contractors, authorities, and other external actors Contribute to the development of Region Properties' work in civil defense and total defense Participate in risk and vulnerability analyses and continuity planning Participate in regional and national networks in the preparedness and resilience field Provide support during extraordinary events and in the region's preparedness work Qualifications We are looking for someone who Has higher education in construction, civil engineering, real estate, engineering, project management, or other education that the employer deems equivalent Can express yourself well in both spoken and written Swedish Has a class B driver's license It is meritorious if you Have experience leading construction or infrastructure projects Have experience in project management, financial monitoring, and coordination of multiple actors Have experience in preparing decision-making documents or participating in investigative work Have experience working in civil defense, crisis management, or total defense Have experience in hospital environments or critical societal operations Have knowledge of protected spaces, robust facilities, or technical supply systems Have experience working within public sector operations Have experience with security protection or security protection planning Have experience working with backup power, water supply, technical infrastructure, or supply security To succeed in the role, we believe you have these personal qualities Stable Emotional intelligence Structured Holistic perspective Region Västernorrland With approximately 7,000 employees and over 200 professions, Region Västernorrland is responsible for several operations that are among the most important for residents' ability to participate in society.
