Department of Security and Preparedness Region Uppsala's Management Office is part of Region Uppsala, one of the largest employers in Uppsala County. The Management Office is led by the Regional Director and consists of approximately one thousand employees. With a steering, supporting and coordinating role, the Management Office is tasked with supporting the political leadership and administrations so that political direction is implemented across the region's various operations. Our Operations Region Uppsala's Management Office has a steering role based on region-wide political issues and the departments' areas of operation. The Management Office also has a supporting and coordinating role in relation to the administrations and is responsible for cooperation and coordination with external actors as well as represents Region Uppsala in external contacts, both within and outside the county. The position is placed at the Civil Preparedness Unit, which is part of the Security and Preparedness Department at the Management Office. The department is responsible for region-wide work in security and preparedness. Within the unit, there are specialists in crisis and disaster medical preparedness, civil defense, training and exercises, technology and communications, risk and vulnerability analysis, and crisis communication, among others. The unit drives Region Uppsala's transformation work, development and establishment of robust capabilities in the field of crisis preparedness and civil defense. Your Assignment We are looking for a preparedness strategist who wants to strengthen Region Uppsala's capacity in crisis preparedness and civil defense. The role suits you if you want to work strategically, cohesively and long-term with issues that are important for society's robustness and residents' security. You develop structures, working methods and materials that provide direction in the region's preparedness work. With a holistic perspective and analytical ability, you create overview, identify needs and translate complex issues into sustainable decisions. The assignment also includes developing principles, working methods and structures for Region Uppsala's staff organization. The role involves collaboration with the region's operations and external actors, where you contribute with strategic perspective, structure and momentum. Your Qualifications You have strategic and analytical ability, see wholes and can create direction in complex issues. You translate goals and needs into clear structures, processes and materials. You work independently and in a structured manner, drive issues forward and create trustworthy relationships. You communicate clearly and in a way that is adapted to your target audience. The position may be classified as security sensitive. This may mean that security vetting and register checks will be conducted in accordance with the provisions of the Security Protection Act prior to employment. Swedish citizenship is required for the position. We set high demands on our employees' security and confidentiality awareness and place great emphasis on personal suitability. Requirements • Relevant academic degree or other education and experience that we consider equivalent. • Knowledge of the Swedish crisis preparedness system and total defense. • Experience of strategic work, business development or process development. • Ability to create structure in complex issues and translate goals into plans, working methods or steering materials. • Swedish citizenship. • Category B driver's license. • Good ability to express yourself in speech and writing. Merits • Experience of staff organization, staff methodology, crisis management or management support. • Experience of preparedness planning, continuity management or societal critical operations. • Experience from public sector operations, healthcare or politically governed organization. • Experience in developing working methods, processes or structures in cooperation with multiple actors.
