The Ministry of Culture (Registration No. 90000042963) announces an open competition for a Senior Specialist position in the Cohesive Society Policy and Civil Society Division of the Cohesive Society Policy Department for an indefinite period. We will entrust you with: participating in state policy development and implementation within the competence of the Cohesive Society Policy and Civil Society Division in the field of a cohesive and civically active society; ensuring measures within the division's competence to promote civil society development and public participation, as well as measures that foster intercultural communication in society and support the preservation of cultural distinctiveness of minorities; ensuring planning and implementation of measures within the division's competence for the integration of minorities, including Roma, as well as third-country nationals and international protection beneficiaries into Latvian society; preparing opinion drafts on draft legal acts and policy development documents prepared by ministries and other institutions; participating in activities of the European Union, European Commission, Council of Europe, and other international institutions on matters within the division's competence. We expect from you: compliance with the requirements of Article 7 of the State Civil Service Law; academic higher education or second-level professional higher education in humanities or social sciences; work experience in preparing draft legal acts and policy development documents; experience in cooperation with state and/or municipal institutions and non-governmental organizations on civil society development, integration, and/or social issues; excellent knowledge of Latvian and good knowledge of English (for the purposes of this Competition, at least C1 level in the state language, at least B1 level in oral communication skills in English according to the Europass language self-assessment table (available at: https://rm.coe.int/CoERMPublicCommonSearchServices/DisplayDCTMContent?documentId=090000168045bb5e)); desirable experience working with the non-governmental organization sector; desirable work experience in state administration; good knowledge and understanding of civil society development and cohesive and civically active society at national and international levels; good knowledge and understanding of human rights, tolerance, diversity management, migration, and non-discrimination policies and intercultural communication issues; understanding of manifestations of society's diversity and cultural diversity issues; good knowledge of cohesive society and public participation issues; good knowledge of legal acts in the field of cohesive society and public participation; ability to assess facts, analyze data, predict and evaluate risks; ability to promptly and according to priorities coordinate job duties under conditions of increased intensity and limited timeframe; ability to work with MS Office and internet resources at a professional level; good cooperation and communication skills.
