MINISTRY OF SMART ADMINISTRATION AND REGIONAL DEVELOPMENT announces a competition for the Investment Policy Department Regional Development and Information and Communication Technology Investment Division SENIOR EXPERT position (state civil service official position for a fixed term) ABOUT US The Ministry of Smart Administration and Regional Development is the leading state administration authority in regional development planning and coordination, local government development and supervision, territorial development planning and land management, implementation of the one-stop agency principle for state and local government service accessibility, as well as e-government, digital transformation in public administration, and nature protection. MAIN RESPONSIBILITIES: participate in European Union cohesion policy program investment planning by preparing substantiation for regional development and digital transformation investments and providing opinions on policy planning and draft regulatory documents; develop and improve solutions for implementing specific support objectives (SSO) and measures for regional development investments, including preparing analysis and proposals for project selection conditions, eligible activities and eligible expenses, in cooperation with involved institutions and partners (written and oral communication takes place in Latvian and English); ensure the performance of EU fund managing authority functions in SSO and measure preparation – develop Cabinet of Ministers regulation drafts, project selection criteria and other necessary implementation documents, as well as provide consultation to project applicants; perform monitoring and evaluation of regional development investment implementation, analyze measure implementation progress and results, prepare proposals to improve performance and represent the ministry's position in EU fund monitoring and reporting processes, including communication with the European Commission. WE EXPECT YOU TO HAVE: higher education (preferably in finance, business or economics, or law, or another social sciences field supplemented with knowledge appropriate to the position); interest and knowledge in regional development or business, digital transformation, innovation, employment, urban planning, knowledge of major policy planning documents and legal acts regulating the field; understanding of the state administration structure and preferably experience working in state administration and developing policy planning documents, regulatory acts and methodological materials; very good English language skills (job duties include working with documents in English, communication with international organizations, substantiation and coordination of prepared documents or opinions with involved parties, including communication with the European Commission); desirable knowledge and experience in the European Union funds area - investment program development, project preparation, management or monitoring; desirable knowledge and previous experience in information and data analysis and compilation, preparation of presentations or other informational materials, including in English; ability to work both in a team and independently, conceptual thinking, good communication skills, focus on achieving results and professional ethics; compliance with the requirements of Article 7 of the State Civil Service Law.
