No. 90000696177 International Affairs and Development Division Civil Service Position for an indefinite period Profession Code 2422 09 Work Location: Blaumaņa iela 28-3, Rīga SENIOR EXPERT MAIN DUTIES OF THE POSITION Monitor compliance with railway passenger rights and obligations, as well as accessibility requirements for passenger transport services; review passenger submissions and complaints, assess potential violations, and prepare draft decisions; Collect, verify, and analyze statistical data necessary for monitoring the railway transport market, and prepare statistical reports and documents; Represent the Administration in working groups, meetings, and other collaboration formats of European Union institutions, European Union agencies, and other international institutions; Coordinate the development of the Administration's strategic planning documents and work plans; develop external and internal regulatory act drafts; prepare legal opinions and other legal documents; Ensure the Administration's procurement planning and procurement process management, including preparing procurement documentation and performing necessary actions in the Electronic Procurement System. MANDATORY REQUIREMENTS FOR CANDIDATES Compliance with the requirements of Article 7 of the Civil Service Law; Second-level professional or academic higher education in law; At least three years of professional work experience in legal work; Experience in practical application of the Administrative Procedure Law; Experience in drafting regulatory act projects or preparing legal opinions; English language proficiency at least B2 level in both spoken and written form; PREFERRENCE WILL BE GIVEN TO THE FOLLOWING SKILLS AND EXPERIENCE Professional work experience in public administration; Experience in railway sector regulation or railway passenger rights; Experience in public procurement planning and organization, procurement documentation preparation, and work in the Electronic Procurement System; Strong skills in Microsoft Excel, including statistical data collection, verification, processing, and analysis. COMPETENCIES Candidates must possess at least the following competencies: Analytical thinking and ability to draw legally justified conclusions and find appropriate solutions; Clear, precise, and reasoned communication in both spoken and written form; Ability to independently plan and organize work, set priorities, and meet deadlines; Ability to collaborate and purposefully direct task execution to results.
