JOB RESPONSIBILITIES As development manager, and assistant social services director, you hold a central and multifaceted key role in our administration. You lead the administration's strategic development work and step in as the social services director's substitute when needed. You have direct personnel and budget responsibility for the administration's strategic finance, quality, digitalization, and audit functions. Your duties include: • Strategic development: As part of the management team, drive transformation and development within finance, digitalization, and quality. • Substitute responsibilities: Replace the social services director during their absence and other tasks according to agreement and/or in accordance with the social services committee's delegation order. • Management team work: Participate in the administration's management team and shape future strategies. • Operations responsibility: Lead the administration's staff and support functions with the municipality resident in focus. • Collaboration: Cooperate internally within the municipality and externally with other municipalities in the region, the Regional Council, and authorities. • Policy preparation: Central and strategic role as the link between political leadership (social services committee) and the civil service organization. Coordinate internal work and ensure that political decisions are prepared and executed appropriately. QUALIFICATIONS We are looking for a confident and clear leader with a good understanding of municipal administration. You have the ability to translate complex legal requirements and goals into practical operations development. You keep the service user/municipality resident in focus. As development manager, you will lead the staff and support the social services director in the prioritized work toward a balanced budget; financial expertise is therefore crucial for this assignment. Experience working closely with elected officials is considered a merit. Education: Relevant academic education in finance or other academic education that the employer considers relevant for the assignment. Experience: Several years of leadership experience in the public sector. Experience within social services operations is considered a merit. Competencies: Good knowledge of finance. Good knowledge of relevant legislation governing the municipality's and social services' operations. Leadership qualities: Strategic, communicative, clear, and skilled at building trusting relationships. Language: Very good ability to express yourself in Swedish, both spoken and written.
