About the Workplace Would you like to work broadly with public procurement and at the same time contribute to the development of the municipality's purchasing operations? We are now seeking a procurement officer for Håbo Municipality's procurement unit. We have a particular need to strengthen our expertise in IT and system procurement, and would therefore very much like you to have experience in this area. The unit is centrally placed within the municipal administration and works on behalf of the entire municipality. We conduct procurements and simultaneously develop the municipality's work with, among other things, category management, spend analysis, contract monitoring, and e-commerce. At our workplace, procurement officers and other specialist functions work closely together. Håbo's size means short decision-making processes, close collaboration with operations, and good opportunities to influence both individual transactions and our shared working methods. We offer flexible working hours and the possibility of remote work up to two days per week, when operations permit. Your Work Tasks As a procurement officer, you independently lead procurements through the entire process – from needs and market analysis and requirement definition to advertising, evaluation, and contract signing. You work closely with the municipality's operations and function as both a project manager and advisor on procurement and contract matters. The procurements vary in scope and complexity and can concern both goods and services. The role includes, among other things: independently planning and conducting advertised procurements in accordance with, in particular, LOU, supporting operations in needs analysis, requirement definition, and selection of procurement strategy, conducting market dialogues and market analyses, developing procurement documents, commercial terms, and agreements, making call-offs from framework agreements, providing support on procurement and contract matters, and contributing to the development of the municipality's purchasing and procurement operations. Qualifications We are looking for someone who has: relevant post-secondary education in, for example, public procurement, purchasing, economics, or law, or alternatively other education or experience that the employer deems equivalent, practical experience of independently conducting advertised procurements in accordance with LOU throughout the entire procurement process, experience in project managing procurements in cooperation with clients and subject matter experts, good knowledge of the regulations governing public procurement, experience with electronic procurement systems, and very good ability to express yourself in Swedish both orally and in writing. You need to be able to take independent responsibility for procurements from the start. At the same time, there are good opportunities to develop further together with experienced colleagues and specialist functions within the unit. Meritorious Qualifications At least three years of experience working with public procurement is meritorious. We particularly value experience of independently conducting multiple advertised procurements. We furthermore particularly value the following specialist competencies, in the order indicated: Experience in IT and system procurement, for example business systems, IT services, SaaS/cloud services, or licenses. Experience in procurement within vehicles, transport, or mobility, preferably combined with knowledge of environmental and sustainability requirements in the area. Advanced legal expertise beyond what is normally required in the procurement officer role, for example in civil law, contract law, or business law. It is also meritorious to have experience in category management, strategic purchasing, spend analysis, contract monitoring, or supplier management.
