Would you like to work with procurements that are significant to the municipality's operations while also helping to develop our purchasing efforts? We are now seeking a procurement officer with a primary focus on construction contracts. In this role, you will have independent responsibility for qualified procurements and will work closely with the municipality's departments throughout the procurement process. You will also conduct procurements for goods and services. You will become part of the Finance and Procurement Unit within the Municipal Administration. Here, a total of five procurement officers work together to support the municipality's operations and contribute to sustainable, efficient, and business-like purchasing. DUTIES As a procurement officer, you have overall responsibility for your procurements, from planning and preparation of procurement documents to evaluation, decision, contracts, and follow-up. Your primary focus is construction contract procurements, but you will also work with procurements of goods and services within the municipality's various operational areas. You manage multiple procurements in parallel and work independently to plan and advance the processes. At the same time, work occurs in close dialogue with clients and other expertise within the departments. An important part of the role is therefore to understand the departments' needs and translate them into well-executed procurements based on applicable regulations and the municipality's governance. You also function as an internal advisor on procurement matters and provide support to managers and departments at various levels in the organization. This might include, for example, providing advice before and during procurements, contributing specialized expertise, and delivering training in the field. The assignment also includes contributing to the development of the municipality's purchasing work. We work, among other things, on implementing e-commerce and monitoring tools, as well as developing internal controls, for example regarding contract compliance and supplier controls. The municipality's procurement strategy and guidelines for sustainable procurement, together with legislation, form the basis for the work. Procurements are conducted mainly according to LOU and, in relevant areas, LUF. Lindesberg Municipality also has a collaboration agreement with Örebro Municipality within the procurement field. Some of your procurements will involve the Built Environment Administration, which is a collaborating administration for Hällefors, Lindesberg, Ljusnarsberg, and Nora municipalities. Procurements within technical operations, for example streets, water and sewage, and waste and recycling, are handled by Lindesberg Municipality and may therefore involve several of the collaborating municipalities. QUALIFICATIONS We are looking for someone with relevant university or college education, for example in law or economics, or vocational school education in procurement and purchasing, or other education that the employer deems equivalent. For this position, you need to have experience independently conducting construction contract procurements. You have good knowledge of the construction and engineering industry's general conditions, such as AB 04, ABT 06, and ABK 09, as well as AMA AF. You also have good knowledge of LOU and a good understanding of the regulations governing public procurement. Since the role involves many contacts and you need to be able to convey requirements, regulations, and advice clearly, you need to have a good ability to express yourself in Swedish, both orally and in writing. To succeed in the role, you need to be able to structure and manage your work independently, even when multiple procurements are ongoing simultaneously. You need to be able to understand different departments' needs, make well-considered assessments, and move processes forward. At the same time, procurement is work based on collaboration. You therefore need to be responsive and pedagogical and be able to create trusting relationships with both departments and suppliers and other external parties.
